Experience:
Postgraduate/master’s in human resources management or related disipline.
Knowledge of the local context in the Rohingya community.
Experience in implementing HR management software.
Familiarity with Bangladeshi labor laws and regulations.
Sensitivity to cultural and diversity issues.
At least 3 years’ work experience in a relevant role.
Fluency in relevant languages (e.g., Rohingya, English).
The HR & Admin Officer is responsible to assist to H/O to recruitment and selection process, maintain and preserve personal files of project staffs, maintain leave record, supervise and monitor and conduct performance evaluation of project staff, assist Project Coordinator in his day-to-day admin related activities and preserve all confidential and legal documents, etc. He will be responsible for assisting in the day-to-day operations of the HR department, including recruitment and onboarding, employee relations, performance management, and HR administration.
Human Resources Management:
Manage the full spectrum of HR functions, including recruitment, onboarding, attendance, leave and off boarding processes.
Coordinate with relevant personnel to identify staffing needs and assist in drafting job descriptions.
Employee Relations:
Foster a positive work environment by addressing employee concerns, conflicts and grievances.
Facilitate communication between management and staff, promoting a transparent and open dialogue.
Organize team-building activities and initiatives to enhance employee morale and engagement.
Training and Development:
Identify training needs and coordinate professional development opportunities for staff.
Conduct regular training sessions for staff on HR policies, procedures and code of conduct.
Maintain records of staff training and development activities.
Performance Management:
Support the implementation of performance appraisal systems and processes.
Assist in the identification of training and development needs based on performance evaluations.
Work with PC to address performance issues and develop improvement plans.
Compliance and Documentation:
Implement and oversee HR policies and procedures, ensuring compliance with organization’s & donor policies, national & international labor laws.
Maintain accurate and up-to-date personnel records, including personal files, attendance and leave records.
Prepare and submit required HR reports to management and relevant authorities.
Administration and Facilities:
Oversee daily administrative operations, including office maintenance, supplies and equipment.
Manage office facilities and ensure a safe and conducive working environment.
Coordinate with logistic & procurement team for procurement of office supplies and services.
Develop and implement protocols for effective office management.
Arrange venue & necessary support for training/meeting & prepare meeting minutes.
Health and Safety:
Implement health and safety protocols to ensure the well-being of staff.
Conduct regular safety drills and training sessions on emergency procedures.
Collaborate with relevant stakeholders to address health and safety concerns.
Coordination with Partners:
Liaise with external partners, government agencies and other stakeholders on HR and administrative matters.
Facilitate the exchange of information and collaboration between the organization and external entities.
Policy Compliance & Safeguarding:
Advocate for the integration & upholding Core humanitarian Standard (CHS) among team & stakeholders.
Raise awareness among team & stakeholders about the importance of policy compliance of organization, government & donor and safeguarding in the context of the Rohingya response.
Safeguarding and PSEA: To meet the program`s objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
