∎ Counterpart International is currently seeking an HR, Officer and Security Manager for its five-year USAID and UKAID-funded program in Bangladesh `Promoting Advocacy and Rights (PAR)". This is a full-time position based in Dhaka, Bangladesh but requiring frequent travel to other districts where the project is implemented.
∎ This position will report to the PAR Deputy Chief of Party. The HR officer and Security Manager maintain and manage office services, procurements and programmatic and office logistics and performs HR functions. Regularly assesses Counterpart`s program activities and locations for staff safety and security and advises program management on protocols to reduce potential exposure to risk, impacts and liability. The job holder will also oversee that the CPI`s code of conduct are follow across the organization.

Job Responsibilities:
∎ Human Resource Management:
∎ Support to recruitment, hiring and orientation of new staff which include screening resumes, scheduling and confirming interviews with candidates.
∎ Support the development of the employee handbook personnel policies and other HR systems, tools and templates.
∎ Ensure annual appraiser/evaluation is conducted on time.
∎ Maintaining complete staff records and ensure that they comply with local law, USAID regulations and Counterpart HR policies.
∎ Identify capacity-building needs and support staff professional development.
∎ Hire short- and long-term consultants to support program needs.
∎ Administrative support:
∎ Administrative and IT Officers and Office Assistant.
∎ Administer staff payroll and benefits. Track and update all national staff benefits including annual leave & sick leave records, leave without pay and maternity/paternity leave.
∎ Manage vehicle and transportation needs and services.
∎ Manage office premise and ground maintenance..
∎ Manage procurement processes ensuring compliance with USAID and Counterpart policies, from purchase request through goods and services delivery, including issuing request for quotations, forming, and chairing selection committees and preparing selection memos, sorting supplier quotations, maintaining vendor list, invoices and payment request and then prepare purchase requests, purchase orders, vendor contacts and invoice authorization forms..
∎ Monitor Inventory of office supplies and the purchasing of new materials with attention to budgetary constraints.
∎ Assist in ensuring that the project management requirements of the Government of Bangladesh are met.
∎ Assess Counterpart program activities and locations for their impact on staff safety and security.
∎ Build working relations with external agencies UN, government offices, police, INGOs and other sources to enhance knowledge of potential security threats that could impact Counterpart.
∎ IT and Security:
∎ Develop and maintain protocols and security plans to reduce staff risk and vulnerability which are in line with Counterpart and local legal standards.
∎ Advise program management and communicate with US HQ on potential exposure to risk, potential impact, and liability.
∎ Maintain and ensure proper compliance with the security incident reporting system. Share information with DCOP, HQ security, donors, Counterpart staff, other NGOs as appropriate.
∎ Perform other duties as assigned.

Additional Requirements:
∎ Should have workable Knowledge of Bangladesh Labor Laws
∎ Should have experience of managing team.
∎ Working experience with the USAID project is a plus point.
∎ Excellent training, presentation and communication and report writing skills.
∎ Oral and written fluency in Bangla and English are required.
∎ Besides qualification the job older should have leadership, negotiation, Interpersonal, counselling and coaching, and problem-solving, team building and analytical skills as high integrity and professionalism and Emotional Intelligence
