∎ The Head of Programme Delivery plays a leadership role within the Senior Management Team accountable for effective programme delivery in Bangladesh. Practical Action in Bangladesh has the strategic ambition to:
∎ Innovate and demonstrate in Agriculture for Resilience (Inclusive Agriculture), Energy for social and productive use (Energy), Cities Fit for People and the use of Technology to build resilience (DRR).
∎ The Head of Programme Implementation is the leader of the programme delivery team (Programme Managers, Project Managers, Coordinators, Senior Officers, Officers, Field Offices). The core purpose of this role is to deliver high quality, adaptable programme work that is achieved on time and within budget. The Head of Programme Delivery will contribute operational knowledge to the business development process and will demonstrate impact and learning through programme delivery based on thematic expertise from colleagues. The post-holder will actively promote cross-department collaboration to ensure the delivery of high quality projects (including project design, implementation, monitoring and reporting) and with her/his team will manage operational relationships with partners, donors, communities etc. As a member of the Bangladesh Senior Management team, s/he will contribute to the strategic direction of the Bangladesh programme and collaborate closely with senior colleagues to ensure integration of approaches.
∎ The Head of Programme Delivery will provide leadership and management direction across all four core areas of the strategy to deliver performance, lead and manage people, generate funds and manage relationships, to achieve change and impact, and to strengthen organisational profile. Accountabilities are indicated below with approximate level of effort against each.

Job Responsibilities:
∎ Delivering Performance as One Practical Action 50%
∎ Overall accountability for quality programmes to be delivered on time, to budget, and in accordance with work plans
∎ Overview and approval of sound operational plans upon signing any new agreements/awards and execution the same according to the approved terms and conditions maintaining compliances and closing down the same following exit plan. Ensure interim adjustments, if required, with due approval from donor/ UK as appropriate
∎ Develop achievable work plans and map out critical paths required for operational success
∎ Identify and overcome barriers and solve emerging operational problems, proposing adaptations to budgets, scope or timelines for greater impact as required
∎ Monitor progress and outputs in accordance to the approved projects
∎ Operationally manage awards in compliance with donor requirements, technical specification and provide regular reports in accordance with those requirements
∎ Effectively manage all operational partnerships including (sub-grantees)
∎ Overall accountability for budget management of all awards; working in partnership with Finance teams and building strong capability in operational teams
∎ Risk analysis and management of overall portfolio of projects
∎ Manage logistics and procurement for programmes in compliance with organisational and donor requirements and to achieve value for money
∎ Lead and support operational teams and adopt relevant One Practical Action approaches such as Project & Award Management approaches, including Project and Award Management System
∎ Identify, and resolve or escalate operational risks as necessary
∎ Ensure that safeguarding is practiced across teams and among the communities, partners and peers.
∎ Ensure the health, safety and security of operational delivery teams and associated partners
∎ Provide valuable programme related data to enable quality management decision-making
∎ Analyze trends in the program, identifying issues and developing and recommending solutions to the executive director
∎ Dedicate time for working with UK office especially related to Programme and Award management and other related issues
∎ Leadership, Management and People 25%
∎ Provide overall leadership to operational teams to achieve results, encouraging joined up ways of working with other Bangladesh units - especially thematic leadership, business development and services teams
∎ Ensure that programme teams coordinate with People and Culture to hire right staff for implementing programs/ projects to realize organizational goals as per Strategic Business Plan
∎ Serve as a key member of the Bangladesh Senior Management Team providing strategic input into organisational direction and ensuring flows of information between management and the staff members under this portfolio as appropriate
∎ Take time to build team capacities related to quality project and award management, donor compliance, project and award management expertise
∎ Proactively support the professional growth of team members/ others by offering quality feedback and opportunities to progress and grow
∎ Demonstrate and actively enable team Learning & Development including approaches such as coaching, mentoring, peer learning and reflection activities
∎ Conduct quarterly People Management conversations with direct reports
∎ Foster a culture of collaboration and common ambition as One Practical Action
∎ Achieving Change Ambitions and Strengthening Organisational Profile 10%
∎ Build credibility on the ground and work effectively with other actor
∎ Build profile at sub-national level
∎ Measure and share operational experiences of our impact that contribute to compelling storytelling
∎ Represent Practical Action on operational matters and actively contribute to the development of our brand essence and positioning
∎ Contribute to alignment of project to Practical Action's change ambitions
∎ Analyze trends in the program, identifying issues and developing and recommending solutions to the relevant authorities
∎ Effectively integrate gender, systems and M&E approaches to strengthen and demonstrate impact
∎ Ensure technical inputs from Technical Leads are incorporated into programme interventions
∎ Improve programme delivery incorporating recommendations from M&L
∎ Provide leadership for effective strategic business planning in Bangladesh
∎ Generating Funding and Managing Relationships 15%
∎ Manage effective operational relationships with donors, partners, communities and relevant groups
∎ Ensure timely and quality reporting from partners and to donors
∎ Ensure regular review and planning meetings with donors, partners, communities and other stakeholders
∎ Support the development of quality proposals by contributing relevant operational knowledge to inform project/programme design

Additional Requirements:
∎ Significant professional experience in programme management in international development organizations
∎ Strong knowledge of and interest in at least 2 of the strategic areas of focus - Agriculture, Urban Services WASH etc., Climate Change & Resilience
∎ Well conversant with contemporary development agendas
∎ Experience in managing large-scale and multiple projects and field offices
∎ Experience in major donor reporting requirements
∎ Experience in managing innovation and turning knowledge into practices
∎ Experience of managing multi-functional team in context
∎ Ability to work across departments to achieve outcomes
∎ Excellent written and oral communication skill and able to communicate to different segments of audiences
∎ Ability to maintain customer relationships effectively; which includes tackling difficult clients and their issues
∎ Ability to work without being supervised, and meeting tight deadlines
∎ Ability to be creative and innovative in handling situations
∎ Ability to work under pressure and still remain effective

Compensation & Other Benefits:
∎ Monthly Gross BDT 270,000 to BDT 325,000 (under review) and other benefits i.e. Festival Bonus, Gratuity, PF, Insurance coverage as per organisation policy, subject to qualification and experiences
