Job Responsibilities:
∎ Lead the day-to-day financial management system ensuring effective and efficient control of financial resources of the organization and management & control of operation of Finance & Accounts Department.
∎ Ensure accurate and complete recording of financial transaction for the organization as well as different project and programmes.
∎ Participate actively in senior management decision-making process including attendance at senior management meetings.
∎ Carry on overall responsibility for annual budget preparation, ongoing monitoring of expenditure against budget including reporting of variance analysis on quarterly basis and report to the Management
∎ Prepare and deliver quarterly/annual financial statements of the organization and share with the NGO Forum Management, the Executive Committee and General Committee for the purpose of Board Meeting and AGM
∎ Carry on the responsibility for the day to day management and administration of the financial management system using Tally Software.
∎ Ensure the organization is compliant with regulatory of the Tax & VAT rules, and returns completed within statutory deadline.
∎ Ensure the organization is compliant with the Staff Fund Management and their audit and other compliances.
∎ Ensure the safeguarding of the organizational assets.
∎ Provide the Executive Committee with necessary financial information within agreed timelines and strategic advice to enable them to manage the organization effectively.
∎ Manage key relationship with both external and internal auditors to ensure appropriate accounting standards, policies and procedures that comply with all statutory and regulatory requirements both for the Organization and different Projects
∎ Prepare draft response to External Auditor’s Findings Report for consideration by the Executive Director
∎ Review accounting & financial policies and make recommendations to the Board.
∎ Develop and maintain good relations with donors to secure funding at appropriate times in consultation with the Executive Director and ensure timely approval of the donors grant from NGO Affairs Bureau.
∎ Ensure the investment of the organizational fund with maximum return.
∎ Ensure adequate financial reporting system operate to meet internal and external stakeholder and Donor’s requirements.
∎ Ensure proper financial internal control exist and procurement policies regularly reviewed and monitored.
∎ Ensure that financial procedures are regularly reviewed and updated as necessary.
∎ Ensure the supportive supervision and leadership role to enhance the team spirit within the Finance & Accounts Department.
∎ Perform any and all such reasonable additional tasks that the organization may assign.
Additional Requirements:
∎ Age at most 50 years
∎ Both males and females are allowed to apply
∎ Minimum of 10 years post qualification experience in national/international NGOs/donor/development agency
∎ Experience in the use of financial management accounting packages (knowledge of Tally Software would be a strong advantage)
∎ Proficiency in the Microsoft applications
∎ Strong analytical and problem solving skills including managing and interpreting large data sets
∎ Proven ability to work under pressure and think laterally in dealing with a wide range of financial issues
∎ Ability to manage staff and deliver results through a team
∎ Strong interpersonal; communication; and negotiation skills with staff and stakeholders
∎ High motivation with a proven ability to work with minimal supervision
∎ A very high standard of personal integrity
∎ A high standard in English, both spoken and written
∎ Strong background and knowledge of government regulations and laws, public sector accounting and financial procedures and regulations surrounding international funding is desirable
