∎ Summary:
∎ The Grants, Finance, and Admin Manager will work under the supervision and overall guidance of the Team Leader, DFAP-Nobo Jatra, Winrock International and will ensure quality finance and support services to the program. Finance and administration responsibilities for this position are detailed below.
Job Responsibilities:
∎ The main duties of the Grants, Finance, and Admin Manager are to:
∎ Grants Coordination:
∎ Lead the grants program on behalf of the project.
∎ Have overall responsibility for design of all grant program elements and oversight of processing invoices of local partners in compliance with USAID and Winrock regulations and requirements as they apply to all aspects of grant award, administration, and reporting.
∎ Lead and facilitate the formation of grants review panels consisting of multi-disciplinary team of experts.
∎ Formulate and publish RFAs, review grants applications/proposals, conduct pre-award assessments as necessary, facilitate second reviews by a panel, and seek Home Office and Donor approval, as appropriate.
∎ Lead the articulation of sub-grant agreements and reporting/compliance packages, and facilitate the signing, and conduct post-award sharing sessions.
∎ Facilitate the implementation, and closeout of different grants programs at the field level.
∎ Facilitate and conduct sharing with organization and partners to for a better understanding of the grants program.
∎ Guide collation of data that measures progress, track effectiveness, and provide continuous assessment of progress toward program targets and benchmarks.
∎ Collaborate with DFAP Finance and Administration department for smooth and timely disbursement of fund advances and final settlements.

∎ Accounting/Finance:
∎
∎ Ensure project expenditures are in compliance with the approved budget, Winrock International and USAID policies and procedures, as well as compliance with the terms and conditions of any donor agreements.
∎ Record and account for daily transactions, ensuring accuracy and completeness of required files and supporting documentation serving as evidence of transactions.
∎ Ensure sound cash management of local bank accounts and maintains petty cash fund.
∎ Process cash disbursements in accordance with financial management policies and established approval levels.
∎ Process payroll, remit tax and other government contributions and report to local agencies.
∎ Responsible for full accounts payable functions, from procurement through payment of invoices.
∎ Process employee expense reimbursements.
∎ Ensure timely payment to all Winrock International payees and maintain sufficient and complete payee files.
∎ Prepare monthly financial reports for Winrock International by the given deadline containing budget projections to actual expenditure information.
∎ Monitor monthly financial performance in relation to budgets, forecasts, obligated funds, commitments, and advances to subs and consultants.
∎ Perform month-end closing and year-end duties such as reconciliations, VAT reimbursements, inventory lists, etc.
∎ Responsible for procurement activities in accordance with Winrock International procurement policy.
∎ Prepare and submit reports and filings in compliance with local government laws.
∎ Provide assistance to program staff in project budget preparation.
∎ Facilitates project audits, as needed.
∎ Officer Operations/Administration:
∎ Responsible for all matters related to the operations and administration.
∎ Ensure registration requirements are kept current at all times and file statutory returns and renewals.
∎ Manage leases to make sure they are current and amendments are processed as required.
∎ Oversee administration of human resources, including but not limited to, maintaining personnel files, assisting with recruitment and orientation procedures, purchasing and maintaining adequate health and other insurance policies, etc.
∎ Maintain finance and administration files.
∎ Maintain liaison with NGO Affairs' bureau and be familiar with their format FD-6, FD-2, FD-9, FD-1, FD-4.
∎ Report inventory for equipment and furniture.
Additional Requirements:
∎ 6-years work experience in a similar position on a donor-funded project, preferably USAID and Food for Peace (or other monetization) projects.
∎ Demonstrated capacity and experience in management positions and functions involving program design, and financial and staff management.
∎ Knowledge of Quick Books is essential in addition to other accounting software.
∎ Good coordination, representation, and relationship management skills.
∎ Ability to use MS Office (outlook, word, excel, PowerPoint) is mandatory.
∎ Excellent English writing and general communication skills
∎ Willingness to travel to rural areas.
∎ Demonstrated integrity and commitment to organizational values and principles.
