∎ POSITION SUMMARY: The Government Liaison will be responsible for providing technical leadership for a high-quality, results-oriented program focused on improving children`s education in Bangladesh. The objective of the project is to improve the learning outcomes of Bangladeshi children and youth in Bangladesh who have been impacted by the Rohingya crisis by: increasing learning outcomes; improving quality of education, increasing sub-district and community capacity to plan, manage and oversee education; and increasing school capacity to prepare and respond to natural disasters. Position will be based in and require travel to and from Bangladesh. Position is contingent upon receipt of donor funding.

Job Responsibilities:
∎ The Government Liaison is responsible for supporting technical work of the project and working closely with other program staff and partners, s/he will lead the design and implementation of activities that strengthen the presence and effectiveness of key government bodies responsible for education at the national level and build capacity of government actors to be able to support quality education, manage education resources and school preparedness for disaster management at the district and upazila level. Other responsibilities include:

∎ Establish, build, and maintain relationships with the Ministry of Primary Mass Education (MoPME) and the Ministry of Disaster Management and Relief (MoDMR)
∎ Work with MoPME at the national level to develop strategies to improve teacher, professional development, certification and placement to Bangladesh
∎ Coordinate with MoPME at the national level on implementation of new educational guidelines and learning materials to improve quality of education
∎ Coordinate with MDMR at the national level on guidelines for schools to develop school level disaster management plans
∎ Contribute to development of tools and indicators for monitoring and evaluation;
∎ Participate in education sector coordination meetings in Bangladesh
∎ Provide technical assistance to project staff and partners, and serve as an adviser to the Chief of Party
∎ Contribute to the development of annual workplans, M&E Plan, and program progress reports.
∎ Represent Winrock and the project to external audiences, as requested.
∎ Other duties as assigned.

Additional Requirements:
∎ Applicants must have a minimum of 8 years' experience working in the public policy or education sector.
∎ Demonstrated experience working with civil society, NGOs, government at national and subnational levels in policy advocacy and decentralization of national services to local functionaries
∎ Strong planning, monitoring and evaluation skills with increasing responsibilities in the area of mainstreaming education national policies in relevant subnational bodies
∎ Skills/ Knowledge:
∎ In-depth understanding of social, economic, and legal issues related to education, ideally in the target region in Bangladesh.
∎ Policy research, advocacy, resource mobilization
∎ Demonstrated qualitative and quantitative research skills.
∎ Demonstrated effective coordination and networking skills, interpersonal skills, creative problem solving, conflict, and ethical management skills
∎ Experience working on projects funded by international donors preferred.
∎ Fluency in English required.
∎ Excellent written and oral communication skills.
∎ Computer literate in Microsoft Word, Excel and Power point
