Job Context:
∎ The FSSP is looking for an eligible Technical Specialist (Consultant) to fill the position:
∎ The Gender Equality & Women`s Empowerment Technical Specialist will provide technical support to GAC`s gender equality & women`s empowerment (GE&WE) programming. In response to programming needs, the Technical Specialist will be dedicated to providing technical support to programs and projects in the area of gender and women`s empowerment, as per Canada`s Feminist International Assistance Policy (FIAP), in order to ensure effective and resource-efficient programming, with the ultimate goal of contributing to better development assistance results. Responsibilities, among others, will include:
∎ Contract Duration: Initially 01 year with the possibility for extension within the lifecycle of the FSS project, contingent on performance.
∎ Estimated level of effort: Up to 156 days in a year, corresponding roughly to 22.5 hours a week (minimum 7.5 working hours constitute a full working day and payment will be made based on actual hours worked). Working additional hours/days in a week requires team lead`s preapproval.

Job Responsibilities:
∎ Providing written analysis on emerging women's rights issues and challenges in the country, as well as on women's development policies, strategies and planning documents; outlining linkages with GAC's policy framework and country program priorities; providing advice to the GAC Bangladesh Development Assistance (DA) Program Team on opportunities, needs and entry points for action on securing GE and women's empowerment, including on possible cooperation with other donors; supporting the GAC Bangladesh DA program in the review and/or development of project proposals in the area of GE and women's empowerment and the preparation of project approval documents; assessing the capacity of local organizations and institutions to implement initiatives related to GE and women's empowerment; providing logistic support as well as advice for Canadian High Commission (CHC) project monitoring field missions and technical assistance to incoming missions from Canada, including drafting of briefings for visiting GAC staff and Canadian government officials.
∎ Researching, collecting, analyzing, updating and exchanging country and region-specific information and perspectives with GAC GE&WE Team at the CHC; networking with donors and a broad range of stakeholders (GoB officials in relevant ministries, departments, projects/programmes academia, journalists, civil society groups and private sector representatives) to keep informed of current developments and brief GE Team, as appropriate.
∎ Reviewing program and project documents and advising on the quality and integrity of information and on compliance with Bangladesh's gender regulatory and policy framework; providing technical support and advice to the GAC GE Team for the monitoring and evaluation of projects in the sector, including aspects related to cross-cutting issues (e.g., environmental sustainability and governance).
∎ Maintaining on-going communications with the GE sector community in Bangladesh and other local specialists, as appropriate, and participating in meetings and consultations; attending webinars, seminars, conferences and donor meetings and reporting, as needed.

Additional Requirements:
∎ A minimum of 7 years of professional work experience as a technical expert or advisor in international development programs involving gender-related issues in developing countries.
∎ At least 5 years of work experience in Bangladesh on Gender Equality and Women's Empowerment related areas (e.g., gender studies, gender program development or policies/advocacies on gender equality/equity/rights, gender education/skills for livelihoods, women's labor market and job opportunities/accessibility).
∎ Candidates should have an excellent command of spoken and written English and Bangla.
∎ Depending on Covid situation, the Technical Specialist can choose to telework or work from the FSSP office in Dhaka.
∎ The GE&WE TS must be ready to travel within Bangladesh to support the GAC DA Program's monitoring field missions and to meet with partners.
