Educational Requirements:
∎ Minimum Master's in climate change/environmental science/engineering/ technology, civil engineering, agricultural engineering, industrial/ production engineering, chemical engineering, botany/zoology, ecology, geoscience, water resources management, metrology, renewable energy, environmental/ ecological/ climate economics, climate change/environmental management, or development studies like climate change/ environmental sociology, environmental law, climate-related governance courses (global climate change and social/gender inequality, resilient communities building, climate change and urban planning). For highly experienced candidates with a proven track record in international donor/ INGO-funded complex programs/projects fora longer period, the aforementionededucational disciplines may be further widened).

Job Context:
∎ Estimated level of effort: Up to 156 days in a year, corresponding roughly to 22.5 hours a week (a minimum of 7.5 working hours constitute a full working day and payment will be made based on actual hours worked). Working additional hours/days in a week will require the team lead`s pre-approval.
∎ Contract Duration: Initially around 01 year with the possibility for extension within the lifecycle of the FSS project, contingent on the performance evaluation feedback.

Job Responsibilities:
∎ The Climate Change and Environment Technical Specialist will provide technical support to GAC's sector team at Canadian High Commission working for Climate Change and Environment-related programming. In response to programming needs, the Technical Specialist will be dedicated to providing technical support to climate change and environmental programs and projects to ensure compliance of Canada's international development assistance programming in Bangladesh with the Government of Canada's Impact Assessment Act (IAA) and the Bangladesh Environment Conservation Act 1995 and other related regulations, as well as supporting GAC's Environmental Integration Process (EIP). The Technical specialist is to enhance and support Canada's input in various dialogues with the Government of Bangladesh (GoB) and other donors on environmental and climate change issues as they relate to Canada's programming and priorities in Bangladesh. Responsibilities, among others, will include:

∎ Proactively advise on current or emerging environment and climate change issues that may affect Canada's development programming including, keeping up to date with GAC policies, guidelines, documents, and learning on the environment and climate change;
∎ Proactively advise on relevant developments or changes to environmental/climate change policies and regulatory frameworks in Bangladesh and Provide advice and recommendations on future climate change policy priorities and programming options in Bangladesh;
∎ Collect data related to the environment and draft analytical reports/briefings as required and review project documents and provide advice on the integration of environmental sustainability into all GAC Results Based Management (RBM) planning documents, including Logic Model, Project Measurement Framework (PMF), Risk Registry, Budget and Project Management Framework as required;
∎ Assist GAC with project monitoring and follow-up on the implementation of environmental deliverables identified in project documents and monitor compliance with legal and administrative requirements related to Bangladesh's regulatory requirements, such as the (LEP) and the application of the Environmental Integration Process, including the Impact Assessment Act (IAA) and the Cabinet Directive on the Environmental Assessment of Policy, Plan, and Program Proposals, as required;
∎ Visit projects in the field, review project document progress, and provide advice and recommendations on future climate change policy priorities and programming options in Bangladesh;
∎ Attend and assist in preparing Canada's position for environment/climate change-related working groups and policy dialogue as required and undertake any other tasks assigned as required.

Additional Requirements:
∎ A minimum of 10 years of professional work experience as a technical expert or advisor in international development programs involving climate change or environmental-related issues in developing countries.
∎ At least 5 years of work experience in Bangladesh in climate change or environmental-related programs/projects. Working experience with the Bangladesh government at mid to high capacity in policy framing or policy administration would be an asset.

∎ Candidates should have an excellent command of spoken and written English and Bangla. Fluency in local languages would be an asset.
∎ FSSP would be the place of work but depending on the severity of the Covid situation, the Technical Specialist can choose to telework or work from an approved place in Dhaka.
∎ The Climate Change- Environment Technical Specialist must be ready to travel within Bangladesh to support the GAC DA Program's monitoring field missions and to meet with partners.
