Educational Requirements:
∎ Master’s degree in Economics, Bank Management, Business Administration, Financial Management, or relevant fields experience;

Job Context:
∎ Remittances of Bangladeshi migrant workers are an important economic factor and have played a significant role in transforming the rural economy and contributing to poverty reduction in Bangladesh. The proposed new project (subject to approval by SDC upon submission of Project Document) is 4 years long phase and its objectives are to a) support migrant workers and their families in making informed decisions on how to use and invest their remittances sustainably, and b) address policy gaps and support financial institutions to develop targeted services for the migrant workers and their families. The Project applies systemic approach and therefore aims at systemic changes that are sustainable and socially inclusive. The project will implement through consortium with related public and private sector organisations involved with financial sector.
∎ The recruitment is subject to approval of Helvetas proposal and for this project we are looking for Financial Sector Expert.

Job Responsibilities:
∎ Overall lead and coordination of activities related to the achievement of Outcome 2 (Financial institutions sustain the asset-building strategies of migrant workers and their families by providing relevant services, in an accountable and effective manner) of the Shafal programme, in close coordination with the Team Leader and the component experts;
∎ Adopt systems approach and partnership approach to ensure financial inclusion services and establish synergies for higher level of accomplishment.
∎ Map, select and engage with interested financial institutions to develop/adjust and implement migrant worker families friendly and commercially viable financial products and services based on good understanding of demand pattern of migrant workers and their families, and facilitate the establishment of MoUs with selected financial institutions
∎ Support financial institutions, including banks, insurance companies, money transfers operators and microcredit organisations to introduce user friendly services and tools for targeted households for transferring and borrowing money that reduces use and dependency on informal financial services
∎ Facilitate financial service institutions to promote financial literacy including digital financial literacy services that could reach large numbers of targeted clients efficiently.
∎ Facilitate financial institutions to promote business models that offer asset building through savings and insurance services to migrant worker households to decrease vulnerabilities
∎ Facilitate financial institutions for transformation of financial services that include low cost digital solutions, for example for money transfer, cash withdrawal, savings, and loan repayment as per schedule
∎ Organise capacity building support (training, exchanging workshops etc.) to partner financial institutions to promote client friendly business culture
∎ Assist in defining a policy reform agenda and develop capacity of stakeholder to engage in policy dialogue by establishing linkages with existing platform related to remittance management and financial inclusion of migrate works and their family
∎ Lead, assist and supervise the Digital Product Development Expert to perform their duties
∎ Provide technical backstopping and supervision to subcontractors in the respective fields of work
∎ Coordinate with other programs/initiatives in similar/connected fields and SDC financed projects
∎ Build capacity of staff members of partner private sector to provide accountable and effective services to migrant worker households

Additional Requirements:
∎ 8 years of experience in the financial sector and proven track record of work in large scale complex projects
∎ Strong experience in the field of financial institutions, including banks, insurance companies, money transfers operators and microcredit organisations;
∎ Preferred knowledge & experience of the remittance management context in Bangladesh including relevant Government and non-government actors such as the Ministry of Expatriates’ Welfare and Overseas Employment, Ministry of Finance, Ministry of Foreign Affairs, Bangladesh Bank;
∎ Experience of working in fragile context,
∎ Demonstrate high-level technical, analytical, and interpersonal skills;
∎ Experience in policy dialogue with partner Government agencies;
∎ Good communication (oral & written) in English and Bangla;
∎ Experience in strategic project planning, design and implementation;
∎ Experience in coaching and capacity building of staff and partners;
∎ Proven experience to work with the multisectoral partner, sub-contracts and consultant etc.
