About the Project:
World Vision Bangladesh has been shortlisted to submit a full proposal for a significant consultancy assignment under the Chattogram Hill Tracts Inclusive and Resilient Urban Water Supply and Sanitation Project, funded by the Asian Development Bank (ADB) and implemented by the Department of Public Health Engineering (DPHE), Government of Bangladesh.
This consultancy—titled Community Capacity Building and Behavioural Change (CCBBC)—is focused on strengthening local institutions and empowering communities across Rangamati, Bandarban, and Lama to manage and sustain inclusive, climate-resilient water and sanitation services.
The project will work closely with local government bodies (Pourashavas), Hill District Councils (HDCs), DPHE, and community structures to:
Build institutional and technical capacities,
Strengthen operation and maintenance systems,
Improve service delivery models,
Drive behavioral change in hygiene, sanitation, and water use through community engagement and social communication strategies.
This is a systems-focused, community-rooted initiative aiming to promote equity, gender inclusion, climate resilience, and local ownership in urban WASH services in the CHT region. The assignment also includes a strong emphasis on training, communication for development (C4D), and creating locally viable models for service sustainability.

Project Duration: 36 months
Job Responsibilities:
• Review each Pourashavas and HDs budget systems and procedures, as well as past budget documents; Determine the effectiveness of the budgeting methodologies and systems; Suggest improvements as required to allow each entity to adopt good industry practices and develop accurate and credible budget estimates, plans and documents;
• Review each Pourashavas and HDs accounting policies and procedures, chart of account etc. as well as recent audited financial statement, audit report & management letters; Comment on the gaps and suggest revisions to the accounting practices to: (i) ensure the integrity of financial and accounting information, promote accountability and prevent fraud, (ii) ensure compliance with the applicable accounting standards and government rules and regulations, (iii) reduce the risk audit qualifications and material audit observations and (iv) adopt best industry practices.
• Review the each Paurashavas and HDCs internal control framework and processes; Propose improvements to the internal controls in the light of international best practices, for example, application of COSO risk management framework;
• Analyze the each Paurashavas and HDCs financial reports and practices; Provide solutions on how to issue effective monthly, quarterly and annual financial reports, including the introduction of regular variance analysis (budgeted vs actual expenditures).
• Review the existing internal audit systems and practices, including planning reporting and follow-up Internal/external Audit recommendations/observations in the Pourashavas and HDCs, compare them to the statutory requirements and international best practices and Identify areas for improvement.
• Determine management’s & audit management committees role in addressing and following up on internal & external audit finding; as well as management’s participation in the preparation, monitoring & implementation of action plans.
• Assess the effectiveness of information technology with regards to budgeting, accounting, financial reporting and internal controls and internal audit processes including follow/up on past audit observations/recommendations. Suggest ways to improve the use of information technology in the area of accounting, automating financial reporting and analysis, planning of internal audits as well as monitoring/following up on past audit observations/recommendations.
