Job Context:
∎ Duty Station: Cox`s Bazar, Bangladesh (but subject to relocate as per project need)
∎ Reports to: Senor Finance Officer
∎ Expected Start Date: At Earliest
∎ Contract length: Up to 31st December, 2023 (With possibility of extension subject to funding, program needs and performance of incumbent)
∎ RI based both in the USA and UK is urgently looking for Finance Officer to assist in the financial management of its emergency response portfolio in Cox`s Bazar. Under the supervision of the Senior Finance Officer, the Finance Officer is responsible for the effective financial management of the projects. The position will be contacted as the above period with the possibility of extension subject to funding availability. This position demands someone who can support multiple grants/projects and work in a very fast-paced environment. Previous experience with UNHCR, PRM, UNICEF, ECHO and other emergency donors.

Job Responsibilities:
∎ Maintain daily Petty Cash.
∎ Upload documents in NetSuite Software.
∎ Oversee physical inventory counting in the warehouses and pharmacies.
∎ Support supplier/vendor selection process at Ukhiya & other locations as applicable.
∎ Oversee banking activities e.g., Cash withdrawal, Salary disbursement etc.
∎ Prepare Cash Payment (CP) vouchers.
∎ Oversee daily and monthly cash count.
∎ Process working cash advances from Program officials and record the payment with proper code.
∎ Assist finance and program teams in timely settlement of working cash advances.
∎ Support the allocation/charging mechanism in line with approved budget and activity code.
∎ Arrange payments to the vendors, service providers and relevant staff.
∎ maintain proper supporting documentation and daily scan to keep the documents ready for uploading in the box folders.
∎ Assist to ensure that financial records and backup documentation are ready for internal and external audits.
∎ Prepare incentive payment sheet for the volunteers, security guards etc. and make payment as per schedule.
∎ Monitor Budget vs Actual expenditures and check budget balances before processing any payment.
∎ Prepare General Voucher with correct GL code, Project Code, Activity Code on time and post into RI NetSuite software.
∎ Ensure financial accountability by requiring all staff to provide provide documentation and signatures on vouchers, PR, POs, or payments of any kind.
∎ ensure all purchases follow RO procurement and selection policies and guidelines.
∎ Check VAT and Tax deposit as per govt. code and rules & regulations.
∎ Prepare Bank Reconciliation at the end of month.
∎ Set up tools, processes or documentation as needed to improve the monitoring and oversight of any aforesaid financial processes.
∎ Visit partners' office, prepare visit report and share with management as applicable.

Additional Requirements:
∎ Age at least 24 years
∎ At least 3 years of minimum work experience with NGO/INGO/UN
∎ Experience in writing quality Financial reports
∎ Proficiency in MS Word, Excel, and PowerPoint
∎ Good skill in accounting software like NetSuite
∎ Willingness to make frequent trips to hard to reach areas
∎ Ability to work under stressful conditions and work environment
∎ Excellent communication skills, both written and spoken, in both English and Bangla
∎ Excellent interpersonal skill

Salary: Negotiable
