Job Context:

∎ Nature of Job: Full time
∎ Level: Mid-level position
∎ The Finance Manager (FM) will be responsible to oversee the Cox´s bazar projects. The position will report directly to the Head of Finance (HOF). The FM will be responsible for the overall management of the Finance and Accounting unit. The FM will closely work with the HOF to create, implement and analyze financial budgets and forecasts, ensuring alignment with programmatic strategies. The FM will also be responsible for setting up and maintaining adequate financial reporting in accordance with government regulations, donor requirements and complying with all governmental standards, requirements and regulations. FM will be responsible for monitoring and verifying partner organizations` account related to the project`s operating in Cox´sbazar and if necessary providing all the required training and guidance to the partner organization in order to align their accounts in accordance with project requirements.

Job Responsibilities:
∎ Responsibilities 1: Financial Management:
∎ Work with the HOF to create, implement and analyze budgets and forecasts, ensuring alignment with programmatic strategies and Global Office requirements.
∎ Prepare and submit all financial reporting documents required by Backdonor, country office & global Office in a precise and timely manner. This includes: predicting cash needs on a monthly basis, maintaining required bank balances, processing wire transfers, completing detailed expense reports, etc
∎ Provide adequate support to Program team for clarifying and preparing budgets
∎ Prudent Quarterly/Monthly cash forecasting and reporting to Backdonor, country office & global Office
∎ Monitor funds release to partner organizations in coordination with the Program Director/Manager
∎ Monthly Financial reporting to HOF, Backdonor, country office & global Office in precise and timely manner, in-compliance with internal and external stakeholder requirements.
∎ Set up and maintain adequate control in financial and accounting system in line with Bangladesh Accounting Standard and Finance & Accounting Policy Manual
∎ Visit Field, understand the program challenges & support Partner Organizations' in maintaining a sound financial system and the management of funds
∎ Establish adequate internal control system & procedures as per organization requirements.
∎ Establish, Maintain and update the Standard Operating Procedures (SOPs) for activities, as necessary, for the finance department.
∎ Responsibilities 2: Accounting Management
∎ Maintain records related to bookkeeping, expenses, funds, partnership, that are at all times accurate, substantiated, up to date, sufficiently detailed and prepared for random spot checks by internal audit functions
∎ Ensure the security, relevance and applicability of Accounting software
∎ Supervise & Support subordinates in classifying expenses into appropriate account head and entering into accounting software
∎ Supervise & Support subordinates for maintaining records related to bookkeeping, expenses, funds, partnership projects
∎ Train all program/project staff in finance matters as appropriate so that there is uniformity of understanding within the organization in terms of Budgeting, Forecasting, Fund Requests, Compliance, Internal Audits etc.
∎ Prepare Financial Report when required (monthly, quarterly, annually) and report to HOF & RFC/Global Office in precise and timely manner both for internal purpose and external stakeholder
∎ Provide Capacity Building training to Accounting personnel of Partners
∎ Ensure timely recording of all accounting transactions in General Ledger
∎ Monitor and verify the Partner Organization's account etc
∎ Responsibilities 3: Policy Compliance
∎ Ensure all relevant Government Acts, Rules, and Regulations like provision of taxation, Value Added Tax, Personal Income Tax etc. are followed
∎ Implement relevant accounting standards, audit standards and Generally Accepted Accounting Practice
∎ Implement all Financial and Accounting Policy Manual (FAPM), Human Resources and Administrative guidelines to the extent applicable to finance & accounting.
∎ Implement all country specific internal policy guidelines
∎ Make relevant report to Government, Global Office and HOF if any in a timely and precise manner
∎ Remain updated with policy changes within the country.
∎ Follow up & support all departments in complying with internal audit observations and ensure closure within agreed time.
∎ Support GO by providing all documents, statements, justifications etc as required during GO external audits.
∎ Review and read various policies, system, procedure, applicable Rules and Regulations and recommend for implementation and appropriate revision
∎ Review and support to manage overall internal control system
∎ Support colleagues in clarifying all policies, Government requirements etc.
∎ If appointed by CR/ Management, be part of various committee/team and actively participate.

Additional Requirements:
∎ Key Qualifications:
∎ Bangladeshi citizens.
∎ Minimum 5-7 years of experience with INGO in overseeing multi-sectors including Accounting and Finance etc.
∎ Experience in dealing with multi-stakeholder programs and strong stakeholder management in a multicultural setting
∎ Experience in successful implementation of a wide range of responsibilities in a prior financial services position
∎ Knowledge of Bangladesh financial and tax regulations
∎ Broad financial management skills to direct financial planning, accounting, internal control
∎ Proven integrity and good character especially in the stewardship of resources, transparency and accountability
∎ Strong verbal and written communication skills in English and Bangla
∎ Working knowledge of accounting and/or financial management software, and MS Office applications.
∎ Preferred:
∎ Qualified or advanced degree in finance related field. Chartered Accountant partly completed will be an advantage
∎ Strong commitment to team management approach, including good managerial, leadership, supervisory, interpersonal and negotiating skills
∎ Proven capacity to interact and negotiate with international partners, government officials, and corporate partners.
