Job Responsibilities:
∎ CASH MANAGEMENT
∎ Establish a daily/weekly statement of needs for the mission
∎ Carry out withdrawals and payment of advances in accordance with established procedures
∎ Keep the advance books and cash journal updated
∎ Perform payments in the field
∎ Manage salary payment according to payroll validated by the HR and Finance Managers
∎ ACCOUNTANCY
∎ Ensure that accounting documents are translated if necessary
∎ Operating bank reconciliations and editing paper version as well as cash inventory
∎ Ensure the voucherisation and the archiving of accounting documents according to internal procedures hard copy and digital way
∎ Responsible for checking all payments requests, i.e., Vendor, Third Party, Consultant and Staff in line with Tdh, Donor policy, and GOB policies and procedure of county Law;
∎ Responsible for financial data entry in the SAGA System by ensuring appropriate analysis code;
∎ Be responsible for monthly accounting clouser in saga system
∎ Ensure availability of all supporting documents, prepare vouchers (Payment Voucher & Journal Voucher) and process the payment request through cheque/Account Transfer-as applicable;
∎ Responsible for processing income from external and internal parties through checking all relevant authorities; processing expenditure in a timely manner and ensuring payments are made efficiently.
∎ VAT & TAX PAYMENTS
∎ Ensure properly deduct vat and Tax at source prior making the payment;
∎ Process to payment of VAT and Taxes through Treasury Chalan
∎ Ensure compliance of VAT and Tax policy before booking.
∎ Control the effectiveness of VAT and Tax payments deposit into bank
∎ Keep separate files for VAT & Tax payment records
∎ Sub-Grants with Partners
∎ Responsible for the preparation, checking and finalizing of project partner budget
∎ Responsible to fund disbursement to project Partner on time as per the agreement, budget and NGOAB fund clearance (as applicable);
∎ Responsible for preparation of voucher and checking of expenditures of Partner in a timely manner;
∎ Responsible to record partners’ expenditures to the system in a timely basis;
∎ Responsible for reconciliation of partner’s fund with the system;
∎ Responsible for checking of project documentation process as finance focal;
∎ Responsible for regular monitoring visits of partner organization on the financial issues;
∎ Assist to Line Manager during partner organization appraisal and operation process.
∎ Responsible for financial data entry for partner’s cost recorded in saga software
∎ REPORTING
∎ Ensure the creation of reports requested by her/his Supervisor
∎ Take part in the weekly finance meeting
∎ OTHER
∎ Cooperate with other departments and support them
∎ Liaise with the bank(s) and develop a good working relationship.
∎ Undertake any other responsibility as requested by her/his Supervisor.

Additional Requirements:
∎ 1 year in grants management department
∎ Successful candidates will have good financial and administrative knowledge and skills, specially USAID funded finance and administrative project management experience
∎ Working experience in Accountancy [compulsory]
∎ Good knowledge in FD4, FD6.
∎ Demonstrated experience or proved skills to manage and deal with various stakeholders and partnership
∎ Demonstrated capability to work with a diverse team on projects of similar scale (financially, culturally, staff size and activities).
∎ Technical knowledge in financial database, software and in Excel for review/ reporting purposes
∎ Experience collaboration and delegation of work with partners staff and Tdh Delegation office team members.
∎ Strong coordination and communication skills.
∎ Demonstrated good English language writing and oral presentation skills
∎ Demonstrated problem-solving, effective interpersonal and ethical management skills
∎ Good understanding of procurement processes, procedures and grants management of USAID funded project.
∎ Pro-active, goal-oriented and results driven Ability to work as a team member and coordinate with others.
