Job Context:
∎ USAID’s Community Nutrition and Health Activity (CNHA) funded by USAID and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.
∎ Palashipara Samaj Kallayan Samity (PSKS) is a local non-government organization (NGO) was established at village Palashipara of Tentulbaria Union under Gangni Upazila of Meherpur district on February 15, 1970.
∎ PSKS is seeking a professional for the position of Finance and Admin Officer for USAID’s Community Nutrition and Health Activity (CNHA) implemented by CARE Bangladesh. As a local implementing partner, the activity will be implemented by PSKS in the Padma Basin of Madaripur Cluster (Madaripur, Faridpur, and Shariatpur Districts) from October 2023 to September 2027. Note that this requirement will depend on the availability of donor funds.
∎ CARE Bangladesh, a non-profit international development organization, is implementing a five-year-long project, "USAID’s Community Nutrition and Health Activity (CNHA)”. CARE, with its consortium partners icddr,b, mPower, Jhpiego and Viscom, will implement this project both at national and sub-national levels, and PSKS will work at the local level to execute the field activities under Madaripur Cluster and in the selected upazilas (all unios) of Madaripur, Faridpur and Shariatpur districts.
∎ Under this CNHA Project, the CARE Bangladesh consortium will work with different ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional and local levels to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the Nutrition Coordination Committees at the district, upazila and union levels–focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government line departments and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. CNHA. The project intends to impact several of the core challenges selected districts face in the North (Rangpur), Haor (Kishoreganj), Padma Basin (Madaripur), and Coastal belt (Patuakhali) of Bangladesh.
∎ PSKS, a local partner of this project implementation, is hiring a Finance and Admin Officer. The Finance and Admin Officer will be responsible for the execution of financial and administrative activities of the PSKS under the CNHA project while carrying out his/her day-to-day responsibilities. Under the guidance of the Manager–Finance and Admin, S/he will be responsible for implementing administrative, logistic and financial activities for the project, which grossly includes filing and documentation, staff salary payment, advance adjustment, assistance in procurement and asset management, maintenance and reports related to the projects. S/he will be responsible for checking bills and vouchers for the project expenditures, assisting management with the payment and maintaining records of expenses.
∎ S/he will also communicate and ensure financial requirements and policies with the program staff of the project.

Job Responsibilities:
∎ Responsibility # 1: Project financial activities, including budgeting, monitoring, and reporting: 40%
∎ Provide support in planning, operations, and management of the project’s finance and budget.
∎ Closely monitor and track the budget versus expenses with the approved project budget and work plan.
∎ Maintain project financial filing and ensure all financial documents according to USAID, CARE, and PSKS policies and procedures.
∎ Assist in preparing financial reports, asset reports, and VAT reports.
∎ Conduct physical verification of project assets, update register/records, and prepare reports.
∎ Provide support in facilitating external audits, monitoring through preparing financial statements, and providing bills/ vouchers, documents, financial reports, etc.
∎ Facilitate team meetings and prepare the meeting notes/minutes, especially any financial issues.
∎ Perform monitoring and guidance to the project staff to maintain financial procedures for their expenses.
∎ Responsibility # 2: Human Resources management and administrative support: 30%
∎ Prepare project staff salary statements and take appropriate measures to make payments on time.
∎ Ensure advance to the project staff: staff traveling for field activities, etc., and make necessary arrangements for adjustment of their advance on time.
∎ Arrange payment to consultants, vendors, and service providers, etc.
∎ Provide assistance to the HR department in maintaining compliance and documentation for the project staff recruitment process.
∎ Provide support in capacity development to project staff on financial issues.
∎ Maintain filing financial, administrative, and HR records in an organized manner and according to USAID, CARE, and PSKS policies and procedures.
∎ Facilitate, organize, and support the administrative activities such as ensuring field office set up, field movement, vehicles, assets, and logistics as per standards and guidelines.
∎ Responsibility # 3: Assist project procurement activities: 20%
∎ Assist in the procurement of goods and services, including the preparation of the PR and subsequent follow-up for procurement.
∎ Provide support in ensuring and arranging adequate stationery, materials, and supplies for training, project activities, and other events on time.
∎ Support in maintaining storage of project goods and ensuring proper inventory tracking records.
∎ Responsibility # 4: Communication and liaison with partners and stakeholders: 10%
∎ Maintain effective communication between the key personnel of CARE to ensure the requirements are met accordingly and timely.
∎ Maintain effective communication with project staff and different departments at PSKS.
∎ Maintain suppliers, vendors, and contractors' contact information and communication.
∎ Assist orientation of suppliers, vendors, and contractors on standard policy, procedure, and compliance rules and safeguarding
∎ Additional job responsibilities:
∎ The duties and responsibilities set out above are partial. The role holder may be required to carry out additional duties within the reasonableness of her/his level of skills and experience. Ready to work in any natural disaster or emergency anywhere in Bangladesh.
∎ Reporting:
∎ The Finance and Admin Officer will report to the Manager – Finance and Admin of PSKS and will closely work with the Senior Officer – Sub Grants r of CNHA, CARE Bangladesh
∎ Working Conditions:
∎ This position is primarily desk-based in Madaripur cluster office. However, there may be a need for field visits in accordance with specific project requirements and operational needs.
