Experience:
Masters in degree in Accounting, Finance with 4 years bachelor’s degree or relevant discipline.
Knowledge of the local context in the Rohingya community.
Sensitivity to cultural and diversity issues.
At least 3 years’ work experience in a relevant role in the development sector.
Proficiency in financial software applications.
Support audits (Internal, external), coordinate with FAM, Program Manager and HO to compile documents required by the auditors. If required coordinate with the auditors (based on request) on audit process.
Capacity building for other team members to continuously improve standards.
With support of FAM, perform regular internal Finance Compliance Reviews (As per Financial Management Policy) and reviews as required to ensure compliance with Mukti Cox’s Bazar and donor requirements.
Monitor systems for financial operations in the main programme offices and in field offices in accordance with the Mukti Cox’ Bazar Financial Management Policy, donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting & financial recordkeeping.
Report to the FAM of any irregularities that occur within Mukti Cox’s Bazar office, staff compound and sites on Donor policy and procedures.
Ensure compliance with local laws and tax obligations as well as regular communication of the same to the relevant teams.
Coordinate with HR department to ensure all taxes related to staff salaries are paid on timely manner to the relevant departments. This included taxes for Expatriate salaries, where applicable.
Work closely with UNFPA to ensure financial risks are identified at the onset and an appropriate response plan implemented.
Job Context:
This is an important role to ensure the financial viability of the emergency intervention, the management of Mukti Cox’s Bazar mobilized resources and upholding the financial responsibility of the complex, multi-donor funded project in Cox’s Bazaar. In his/her day-to-day operations, the Finance & Admin Officer position is to maintain accurate accounting records in compliance with financial policies and procedures of Mukti Cox’s Bazar. She/he supervises and ensures excellence in books of accounts (Cash book, General ledger as well as regular accounting reconciliations. She/he also prepares accurate and timely financial summaries, reports and assessments of financial and cash flow requirements, controlling bank account balances, cash holding to optimal balance to avoid any liquidity issues of Project Office & Project funds. He/she also will review and ensure timely drafting of inputs for finalizing donor report.
Accounting and Treasury:
Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, receivables, payables and timely updating in Mukti Cox’s Bazar Dynamics
Maintain banking relations and plan/monitor country cash flow requirements to ensure the smooth implementation of Mukti Cox’s Bazar programs.
With the support of Mukti Cox’s Bazar Finance staff regularly monitor cash requirements and ensure adequate cash flow planning and management to support program requirements.
Coordinate with project Finance staff to organize & submit Finance supporting documents for according to UN HACT Audit requirements.
To monitor cash flow and liquidity of the DRC country program and to ensure adequate funds are available in Area bank accounts.
As a super user for Mukti Cox’s Bazar Dynamics, oversee the finance functionalities in Mukti Cox’s Bazar Dynamics and update all staff on new developments.
Ensure effective management of month-end process and timely clearance of balance sheet accounts.
Reporting:
To prepare donor financial reports for Head Office (HO) review and ensure timely submission to the donors, ensuring quality of the reports.
Provide monthly management reports which will include expenditures by project, reporting and other financial information, in a timely and accurate manner and any other report as requested by donors, HO etc.
Ensure Mukti Cox’s Bazar financial reporting and compliance is in place and technical assistance to implementing the project is provided as necessary to maintain high standards of compliance.
Ensure Finance reporting is maintained and high-risk areas addressed on time.
Budget, Financial Management and Control.
Ensure overall budgeting and control of expenditures for direct and shared operational costs as well as coordination of budgeting and expenditure related to program implementation.
Implement relevant financial control tools within the donors and Mukti Cox’s Bazar program.
Develop budgets for revision of AWP and budget revision in collaboration with the Program Managers.
Implement grant budgeting and forecasting systems for Program Manager and relevant team members.
Plan and maintain oversight of co-funding requirements and share overview with Mukti Cox’s Bazar Management on quarterly basis.
Office Management/support:
Initiate all administration related procurement processes and ensure adherence to Mukti Cox’s Bazar Operations Handbook/policies.
Participate in reviewing the administrative policies and guidelines and ensure communication with staff and compliance.
Support and coordinate timely payment for administration related office supplies and expatriate utilities.

Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
