The Association of Voluntary Actions for Society (AVAS) has been working in Bangladesh since 1998, with a vision of creating an "environment-friendly, gender-sensitive, fair, and self-reliant pluralistic society." In collaboration with three other partners, the AVAS Consortium is set to launch the CARE for Women (Climate Adaptation and Resilience Empowerment) Project, funded by the Bill & Melinda Gates Foundation (BMGF), starting December 1, 2024.This initiative aims to enhance agricultural services for women farmers in the coastal regions of Bangladesh, particularly in the Kalapara sub-district of Patuakhali District and the Kaliganj Upazila of Satkhira District. The project is scheduled to run until November 2026. AVAS is seeking a qualified and dedicated Finance and Admin Officer to manage financial operations and administrative tasks, ensuring successful project implementation. The role includes maintaining compliance with local and international standards, accurate documentation, and adherence to reporting requirements. This position is pivotal to executing activities aimed at improving agriculture and related services for women farmers in the targeted regions. The Finance and Admin Officer (F&AO) will oversee bookkeeping, accounting, budget monitoring, reporting, and financial monitoring for the project. The F&AO will lead the project’s financial management to achieve its goals and objectives while maintaining close coordination with partners, program and finance teams, and stakeholders. S/he will also manage budgets, ensure compliance with donor guidelines and local/international laws and standards, face NGOAB and donor audits, and provide leadership to support effective and efficient project implementation. Key Responsibilities:
Setup cash basis standard book keeping system Minimize fund flow risk and setup preventive measures.
Provide training on financial related issues when necessary.
Comply all local laws accordingly.
Ensure timely payments in compliance with all policy procedures and maintain accurate records for financial and administrative purposes.
Protect and Preserve data for future reference in a systematic manner.
Manage and oversee grants; develop and maintain work, spending and procurement plans. Prepare/Ensure internal and external reports within agreed deadlines using
AVAS and donor formats, as required. Conduct regular field visit, Banking.
Perform Inventory management.
Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to AVAS and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Finance personnel to ensure accurate expenditures and reporting.
Face and cooperate Internal and External Auditors and address their findings between the timeline.
Facilitate to review the budget and submit their findings and recommendations to Director Finance/Executive Director for necessary action.
Ensure timely VAT, TAX deduction at source and prepare and submit reports for different return form. Participate in the development/revise of proposals, budgets, and concept notes.
Maintain HR related documents and files accordingly.
Assist Project Manager in implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
Assist Project Manager to timely staff performance Appraisal. Facilitate staff capacity development, including on-the-job coaching and mentoring, as appropriate.
Ensuring a respectful working environment for employees and the public.
Taking appropriate steps to resolve any grievances address all reports accordingly.
Code of conduct should read carefully and obey strictly.
Compulsory reporting of any suspicious matter or fact.
Timely response in Cell phone and Email. Participates in all core programs of AVAS.
Assigns tasks to practice management that give managers an opportunity to grow
Working under AVAS Disaster Taskforce during emergency.
Carry out any other tasks assigned by ED & Higher Authority.
Contacts and Key Relationships:
Regular interaction with the Executive Director, BMGF team, Director of Programs, Finance Coordinator, Admin and HR Coordinator, and other project team members.
Maintain close relationships with local government officials, health authorities, and other NGOs operating in the agriculture, Health and SME sector.
Monitoring and Field Supervision:
Spend at least 40% of the time in the field to monitor and supervise activities, ensuring the truncations ensure value for money.
Work closely with management and partners to oversee the financial management and HR activities, providing supportive supervision.
Reporting and Documentation:
Prepare comprehensive monthly, quarterly, and annual financial and HR reports for submission to donors and stakeholders.
Vouching and different reports timely and accurately.
Stakeholder Management:
Build and maintain strong relationships with all partners and other stakeholders.
Document local government and NGO coordination meetings Minutes.
