Job Context:
∎ As the Finance & Account Manager for the World Bank funded Plastic Waste Collection & Recycling Project, you will play a critical role in managing the financial aspects of the project. You will be responsible for ensuring compliance with all World Bank financial reporting and policy requirements. Your expertise in financial management, reporting, and adherence to international development standards will be pivotal to the success of this environmental project.
∎ BPCL has pioneered the concept of creating worth out of waste in Bangladesh being the first and only post-consumer food grade PET bottle to bottle recycling plant in the nation. Till date, BPCL has contributed to recycling over 1,800,000,000 (180 crore) used PET bottles, preventing them from getting dumped into the ground/river/drain, reducing 25,000 tons of Green House Gas emissions. BPCL`s bottle collection supply chain has provided an income to 35,000 waste pickers by procuring BDT 1 billion (100 crore) worth of discarded PET bottles.
∎ Project Overview:
∎ The primary objective of the project is to formalize the Plastic Recycling Value Chain to ensure the steady collection of recyclable plastic (RP) removing them from environment by establishing "collection hubs" or recycling business units (RBUs) across Bangladesh. These RBUs will facilitate the transportation, storage, and processing of plastic waste.
∎ The Project is co-funded by the World Bank and Parley for the Oceans and implemented by the South Asia Co-operative Environment Programme (SACEP), supported by the United Nations Office for Project Services (UNOPS).
Job Responsibilities:
∎ Develop, implement, and oversee the project's financial management plan in line with World Bank standards.
∎ Ensure accurate and timely financial reporting and accounting for project activities.
∎ Monitor and control project budgets, expenditures, and financial performance.
∎ Prepare financial forecasts and budget plans, and provide recommendations for cost-saving measures.
∎ Ensure full compliance with all World Bank financial reporting requirements and policies.
∎ Maintain a strong understanding of the World Bank's procurement and financial management guidelines.
∎ Prepare comprehensive financial reports in compliance with World Bank guidelines.
∎ Provide regular updates to the project management team and stakeholders regarding the financial status and performance of the project.
∎ Collaborate with internal and external auditors to facilitate audits and address any findings.
∎ Work closely with project managers to establish project budgets and ensure that budgetary constraints are met.
∎ Monitor expenditures and project costs, identifying areas where cost reductions or reallocation can be made.
∎ Conduct financial risk assessments and implement risk management measures in accordance with World Bank standards.
∎ Collaborate with procurement teams to ensure the inclusion of financial and procurement clauses that align with World Bank policies.
∎ Provide training and support to project staff on financial management and World Bank compliance.
∎ Foster a culture of financial responsibility and adherence to international financial standards.
Additional Requirements:

∎ Strong knowledge of World Bank financial reporting, procurement, and compliance policies.
∎ Experience in financial modeling, forecasting, and budgeting.Excellent analytical and problem-solving skills.
∎ Proficiency in financial management software and Microsoft Office, especially Excel.
∎ Excellent communication skills in both verbal and written Bangla and English.
∎ Ability to work collaboratively with a diverse team and manage multiple stakeholders.
∎ MS Word/ Advance Excel / PowerPoint/ OneNote, QuickBooks Certification and especially ability to report through ERP.
Salary: Tk. 80000 - 100000 (Monthly)
