Job Context:
∎ Handicap International (Humanity & Inclusion) is inviting applications from development professionals, willing to serve as a Finance & Accounts Advisor.
∎ The Finance & Accounts Advisor will ensure effective accounting management of Cox`s Bazar finance department in compliance with Handicap International- Humanity & Inclusion (HI) donor financial rules and procedures . This position will ensure proper treasury management in Cox`s area and will support in financial management and monitoring of Cox`s area.
∎ Line Manager: Finance and Accounts Manager in Dhaka
∎ Duration of the Contract: 31 December 2020.

Job Responsibilities:
∎ Objective 1: Ensure the effective accounting management of Cox's site
∎ Ensure the regular updates of cash and bankbook and registration in Navision software
∎ Monitor the quality of the accountancy (proper supporting documents, translation in English, good voucher description etc)
∎ Prepare and verify the monthly accounting report and send it in-time to Dhaka office
∎ Coordinate and support site offices (Ukhia and Teknaf) for cash payment and accounting man-agement
∎ Monitor proper scanning and archiving in Cox's office
∎ Lead the VAT and TAX declaration for Cox's Bazar area
∎ Objective 2: Ensuring the compliance of HI and donor financial rules and procedures
∎ Ensure proper implementation of compliance requirements, including Commitment of Expendi-ture, Cash management, Procurement procedure and other HI internal procedures before pay-ment
∎ Give orientation in finance and procurement procedure to the accounts, logistics and project staff as per needs
∎ Ensure that the donor specific rule (if any) has been communicated to projects and logistics teams and propose updates to HI internal procedures where needed
∎ Coordinate local donor and government's visits in Cox's office (internal audit or financial moni-toring visits)
∎ Ensure the local government tax and Vat rules are properly followed and prepare the report in time
∎ Objectives 3: Ensure the proper treasury management in Cox's site
∎ Ensure the safety of safe and cash box in field offices
∎ Timely send the realistic monthly treasury request to Dhaka and support to project manager in forecast template (for New PM)
∎ Ensure sufficient fund availability in site office's bank and cash box to prevent delay in project implementation
∎ Focal point to communication with bank authority and sub site office (Ukhia and Teknaf)
∎ Do timely cash counts and do surprise cash count sometimes
∎ Objectives 4: Support in financial management and monitoring of Cox's site
∎ Support in site Cox's offices' financial management in close coordination with Dhaka finance team and field management team
∎ Support the field level monthly donor BFU monitoring and communicate with Dhaka for account-ing codes correction and support to project managers in budget forecast
∎ Support in developing and adjusting HI reference budget (R1, R2,..) and implementation of the rolling forecast
∎ Support in project proposal budget development, donor budget amendment and donor financial reporting
∎ As a key finance person in site field office Cox's, support and make a bridge between the field and Dhaka to ensure that financial functions in Cox's are smoothly functioning and able to pro-vide the support in time
∎ Represent HI towards donors and partners where needed.
∎ Objectives 5: Coordinate with site field office accounts team and Dhaka
∎ Ensure that field Accounts Assistant will receive support and guidance when needed
∎ Regular meeting and monthly planning with Dhaka Finance team, update to Dhaka in accounting and financial management status in Cox's
∎ Support and advice to Cox's site management team in overall financial management and com-pliance process
∎ Objectives 6: Other
∎ Support in implementation of project activates
∎ Make field support and monitoring visit
∎ Respect the HI internal policies and support in implementation them
∎ Support to the management as per the needs and priorities in the field.

Additional Requirements:
∎ Age 22 to 60 years
∎ At least 5 years' work experience in accounting and financial management.
∎ Excellent communications skills both in Bangla and English.
∎ Good knowledge in excel and accounting software.
∎ Leadership skills.
∎ Team work skills.
∎ Proven experience in working with financial management of projects funded by humanitarian donors (UNHCR, BPRM, DFID, ECHO, WFP etc.)
∎ Ability to work under pressure.

Salary: Tk. 79000 - 84000 (Monthly)
