Degree in relevant field, preferably diploma in civil engineering, or BSc. in urban and regional planning, meteorology, Disaster and climate science or other relevant field.
Minimum of 2 years of professional experience in project management, preferably at I/NGO level·
Relevant experience in delivering DRR, climate resilience, EWS focused projects·
Experience of delivering viable project with stipulated timeline·
Proven track record of extensive field mobilisation, local government-city corporation, non-government stakeholders and community engagement·
Ability to manage multiple responsibilities and to set priorities.
Moderate written & verbal communications skills; English and Bangla·
A sound understanding of and commitment to gender equality.

The Field Facilitators will provide direct project delivery, filed mobilization, community and local stakeholder engagement support in delivering the Heat Early Warning Systems (HEWS), Heat Action Plan and innovative Heat Mitigation Measures interventions in Khulna City Corporation. This role will support in improving heat risk awareness, strengthening urban climate resilience and preparedness, and enhancing community resilience against heat-related health risks in one of Bangladesh’s most heat-vulnerable metropolitan contexts.
KEY ACCOUNTABILITIES
Project Implementation (50%)
Delivery and coordinate the filed level activities in close coordination with the City Corporation.
Work closely with project manager in delivering Heat Early Warning Systems, heat action planning and on the ground innovative heat mitigation interventions in Khulna city.
Support in execution of detailed implementation and procurement plans.
Ensure timely delivery of project activities aligned with donor requirements and intended outputs, outcomes, and impact.
Support in filed level activities, community mobilization for developing Heat Action Plans in coordination with city authorities, consultants, and relevant stakeholders.
Stakeholder Coordination & Advocacy (15%)
Maintain strong partnerships with Khulna City Corporation, Subnational and local meteorological departments, technical institutes in EWS.
Deliver on the ground heat mitigation measures in consultation with health departments, women’s groups, low-income communities, CSOs, and community leaders.
Represent the project in local level coordination platforms.
Support advocacy initiatives to integrate Heat Early Warning Systems into local planning frameworks.
Strengthen visibility of the project in all local external engagements.
Community Engagement (30%)
Facilitate participatory development and strengthening of community-led heat adaptation and action plans.
Implement heat mitigation solutions (e.g., shaded spaces, cooling interventions, water access, urban greening, low-tech sensor-based solution designing,).
Ensure on ground technical quality of the services provided by vendors, consultants.
Strengthen communities’ capacity for sustained heat resilience beyond project duration.
Monitoring, Evaluation, Accountability & Knowledge Management (5%)
Support implementation of the project MEAL framework, ensuring data quality and timely reporting.
Document best practices, lessons learned, case studies, and impact stories.
Facilitate learning events, reflection sessions, and cross-learning within the community.
Ensure community feedback mechanisms are functional and integrated into project improvements.
Strengthen Organisational Profile
Actively enhance Practical Action’s visibility and impact through strategic partnerships, representation, communications and engagement with government, non-government, and private sector actors, as well as the media.
Ensure that all our endeavours accrue maximum benefit to enhance Practical Action’s local and global reputation and brand awareness.
