Job Responsibilities:
∎ i) Work with group under Project Management;
∎ ii) Review the environmental guidelines and requirement of the Government of Bangladesh and ADB’s Safeguard Policy Statement (SPS 2009), Environmental Sub-project selection guidelines and Environmental Assessment and Review Framework (EARF) and guide the implementation of future sub-projects;
∎ iii) Assess government policies, experiences, institutions, and the legal framework for environmental assessment to address any gaps with ADS's safeguards policy;
∎ iv) Assess capacity of the executing agencies and sample Pourashavas with regard to environmental safeguards and recommend measures for strengthening;
∎ v) First develop environmental review and assessment framework for the project to facilitate agreement of key policy requirements with the government; then draft EIA and/or lEE for sample subprojects including EMP during project design phase, and additional EIA and/or lEE for subprojects during project start-up phase;
∎ vi) Conduct field work and consultations with project stakeholders and ensure that the government endorses all environmental safeguards due diligence documents.
∎ vii) Facilitate in grievance redress and corrective actions; and
∎ viii) He will contribute significantly in survey, selection of sub-projects, preparation of design, drawing & engineers estimate, BoQ, environmental and social safeguards reports, preparation of SPARs and tender documents etc.;
∎ ix) Perform in a strictly time bound manner in total adherence to the qualitative and quantitative requirements of the project vis a vis consulting assignment and ought to remain cautious so as to ensure that there is no unjustified time or cost over-run.
∎ Perform any other relevant duties as may be required by the management.
Additional Requirements:
∎ Minimum 10 years practical experience preparing, implementing and supervising Environmental Impact Assessment (EIA), Initial Environmental Examination (IEE) and Environmental Management Plan (EMP). He/she must have experiences to work in environmental management, conducting environmental investigation, site assessment, remediation and understanding of the physical and chemical properties and processes that govern contaminant migration, degradation and impact on human health and the environment.
Salary:
∎ Practical Action will pay a consolidated amount for the whole contract, including VAT, Tax to Individual Consultant(s) and associated field travel including food, accommodation, per diem and consultation meetings and workshops. The consulting Firm(s)/ Individual Consultant(s) will be paid 5% of the agreed amount upon signing contract and remaining 90% over 18 instalments through period upon completion of deliverables and rest 5% upon completion of the assignment / or as stated by the donor.
