Educational Requirements:
∎ University degree in Bachelor of Science in Electrical and Electronic Engineering (BSEE) from any reputed and UGC approved university , major in Energy or other relevant background with MBA/Masters, preferably in the energy sector

Job Context:
∎ Based in Dhaka with frequent travel to different project locations
∎ Background of the Project:
∎ With the support of Netherlands Enterprise Agency (RVO), SNV Bangladesh with lead partner Practical Action is planning to implement the Higher tier clean cooking component (HTCC) for Strengthening the Entrepreneurial partnering with Practical Action Ecosystem in Bangladesh. The HTCC component in Bangladesh will focus on e-cooking to improve the clean cooking sector in Bangladesh; e-cooking offers significant benefits to Bangladeshi families not only in relation to health benefits, but also in the form of reduced costs and increased time savings. The project ambitions to incentivise 35,000 MECA appliances and benefit 140,000 Bangladeshi people. The project is split into 3 main components: Pipeline Development, Access to Finance, and Enabling Environment.
∎ The Access to Finance component of the project is intended to provide financial based rewards to the private sector in response to evidenced growth and strengthening of clean cooking supply chains in Bangladesh. A fund will be made available to market actors under this component: this will be accomplished by providing (i) milestone-based Innovation Grants supporting wholesale distributors, importers and manufacturers to initiate and engage new market approaches and (ii) Results Based Financing (RBF) incentives to verified retail sales to consumers. It is in this component of the project we will pay particular attention to the gender element of the project. We will assess MSME applications on their commitment to gender activities and encourage gender-based milestones for the Innovation Grants, among other activities.
∎ Context and purpose of the job:
∎ Acts as technical expert for the Project Managers and aims to create an enabling environment (by sharing knowledge, understanding stakeholders and environment) for the implementation of a project, for the project to meet its objectives. Ensures, monitors, and assesses the quality of one`s own expertise during projects, as well as coordinations and satisfaction. Technical assistance to selected MSMEs/firms in becoming investment-ready and promoting investment matchmaking energy sector; mobilisation of resources to assist selected investees/private sector, particularly MSME`s, in expanding and achieving the defined objectives (social, commercial, environmental and financial).
∎ The objective of the Energy Advisor is to provide design oversight and transparent management of the project instruments. The Advisor advises team members and partners on how to achieve agreed-upon goals and successfully implement interventions. The energy advisor identifies opportunities and areas for improvement in order to provide outstanding service. The Advisor will oversee all operations that take place within the project`s enabling environment.
∎ Result areas:
∎ The enabling environment component of the project is intended to provide technical support to the private sector in response to evidenced growth and strengthening of clean cooking supply chains in Bangladesh. This will be accomplished by providing (i) milestone-based Innovation Grants (IG) supporting wholesale distributors, importers and manufacturers to initiate and engage new market approaches and (ii) providing technical support to Results Based Financing (RBF) incentives to verified retail sales to consumers. Technical assistance for the access to finance component will be included in a comprehensive package of assistance, along with pipeline development and EEC, to incentivize and reward market actors for establishing relationships in the clean cooking supply chain that improve consumer access to high-quality cooking energy solutions. The Energy Advisor will ensure the highest level of quality to achieve the two key features of the clean cooking market in the project region.
∎ Additional Information:
∎ Duty station : Dhaka with frequent travel to the project areas
∎ Contract Duration : The duration of the proposed contract is up to 2 years with a possibility of extension depending on performance and availability of project.
∎ Expected Joining Date : As soon as possible
∎ Working Hours : Full time (minimum of 40 hours per week)

Job Responsibilities:
∎ Advisory Services:
∎ Acts as technical expert for the Project Managers and aims to create an enabling environment (by sharing knowledge, understanding stakeholders and environment) for the implementation of a project, for the project to meet its objectives. Ensures, monitors progress and reviews quality of own expertise and ensures client support and satisfaction during projects.
∎ Knowledge Development:
∎ Develop KLM tools to enrich and presentable information to concern stakeholders
∎ Contributes to internal and external knowledge development,
∎ ensures lessons learned are shared and applied in daily practice and may be appointed as (national) focal point of an expertise network.
∎ Initiates/ coordinates the review process and evaluation of advisory services in order to collect lessons learned, proposes corrective measures and ensures identification of follow up assignments. Participates in knowledge development/expertise groups and in internal and external networks.
∎ Project and process development and compliance:
∎ Identifies and proposes technical process improvements to the project team. Acts on improvement areas within the local internal organisation and processes and gives feedback. Ensures lessons learned are applied in daily practice.
∎ Manages and accounts for full compliance of administrative, finance and HR components of the project with SNV internal procedures and requirements specified in the donor in consultation with the Country Director.
∎ Ensure that approval for, coding and booking of all expenditures is done according to the relevant procedures and authorization levels.
∎ Prepares accounts for, manages and reports on project budget (and revisions thereof).
∎ Discuss with the Line Manager for contract / budget deviations.
∎ Discuss security and (financial risk) mitigation (incl. due diligence) with the line Manager .
∎ Fully understands procurement and comply with requirements and contracts.
∎ Positioning:
∎ Identifies and analyses market opportunities and threats and ensures relevant colleagues are informed. Actively participates in strategic positioning meetings and acts as a knowledgeable face of the SNV organisation to the client. Analyses, understands and develops (local) networks with relevant stakeholders, identifies new clients.
∎ Business Development:
∎ Builds, maintains and utilises relationships with relevant stakeholders, represents SNV and identifies opportunities for Business Development policies and procedures. Initiates assignments on a local/(sub)national level, supports proposals and develops technical processes during the inception phase of projects.
∎ Analysis & Reporting:
∎ Ensures collection, consolidation and review of project information, according to SNV's Monitoring and evaluation guideline
∎ People Management:
∎ Guides, develops, coaches and motivates team members and prepares resource estimation based on forecast in order to attract and recruit (SNV staff, consultants and/or Local Capacity Builders).
∎ Advises HR and country management on contract conditions for consultants and Local Capacity Builders, with guidelines and project budget.

Additional Requirements:
∎ The candidate is expected to have the following qualifications:
∎ In-depth knowledge on Energy and renewable energy sector
∎ Strong advisory skills (at least 5 years of experience) and experience in project management including activities and budgets planning, review, delivery, monitoring, evaluation, and team management
∎ Additional, preferred requirements:
∎ Good knowledge and experiences in Energy and understanding of SNV energy products, deep understanding of Climate Change, Governance and GESI as SNV's global themes
∎ Ability to work independently and with the team, and good coaching ability.
∎ Good representation and interpersonal skills, ability to liaise with partners and government officials
∎ Independent, initiative and creative in solving problems
∎ Knowledge of the sectors that SNV works in is an advantage
∎ Good command of spoken and written English
∎ Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and E-mail)
