∎ Minimum 8 years of experience in the development or humanitarian sector, with at least 3 years in the Rohingya response context.
∎ At least 3 years of experience at Early Childhood Development (ECD), primary or secondary level.
∎ Proven experience in project monitoring, evaluation, and team leadership is must.
∎ Strong expertise in education research methodologies, tools development, and data analysis.
∎ Experience in reporting and presenting field-based evidence and outcomes.
∎ Fluency in spoken and written Bangla, English, and Chittagonian dialect.
∎ Strong interpersonal skills and the ability to coordinate effectively with communities, team members, and external stakeholders.
∎ Demonstrated capacity to produce high-quality reports and document monitoring results.
∎ Knowledge of humanitarian principles, child safeguarding, and gender-sensitive approaches.
∎ Willingness to travel regularly to remote and challenging field locations including Bhasan Char.

Responsibilities & Context:
∎ Conduct systematic and regular filed monitoring of Learning Centers in Rohingya camps, Bhasan char and host communities.
∎ Assess physical conditions and damages of Learning Centers and infrastructure.
∎ Carry out satisfaction surveys among learners and caregivers to assess service quality and impact.
∎ Conduct focused assessments targeting children with disabilities to ensure inclusive education support.
∎ Perform Data Quality Assessments (DQA) to verify reliability and accuracy of field data.
∎ Evaluate the pedagogical skills of EiE, ECD facilitators, teachers, and volunteers.
∎ Monitor the knowledge and awareness of teaching staff on PSEA (Prevention of Sexual Exploitation and Abuse), child safeguarding policies, and reporting mechanisms.
∎ Assess the grade-level competency of learners through qualitative and quantitative tools. Also need to understand and prepare a qualitative report writing.
∎ Support monitoring of other priority activities as required, such as:
∎ Post Distribution Monitoring (PDM)
∎ Rapid Emergency Needs Assessments (RENA)
∎ End-user Monitoring (EUM)
∎ Outcome Assessments
∎ Provide timely, accurate, and analytical updates and reports to the UNICEF Education Section, PMR (Planning Monitoring & Reporting), and Programme Team.
∎ Collaborate with community groups, stakeholders, and local authorities to ensure inclusive participation and feedback loops.
∎ Document and report field findings, lessons learned, and best practices to inform future interventions.
∎ Job Context:
∎ As part of its partnership with UNICEF, EIMS is seeking a qualified and experienced Education Expert to support monitoring and reporting on the Education sector interventions. The primary focus is to track and verify implementation progress, with an emphasis on qualitative outcomes, result assurance, identification of bottlenecks, and ensuring accountability to stakeholders, particularly Rohingya refugees and host communities in Cox’s Bazar and Bhasan Char.
