Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox`s Bazar, and a main office in Dhaka.
∎ POSITION PROFILE: The Economic Recovery Officer (Technical Officer-NbS) will be responsible for monitoring and guiding the technical quality of the nature-based solutions implemented on site under the direct supervision and guidance of Economic Recovery Manager.

Job Responsibilities:
∎ Strategic and Technical Support: Project Levels
∎ Strategic and technical support and quality assurance to DRC's country teams across the project cycle to ensure high quality, timely and accountable Economic Recovery programming in support of the forcibly displaced and their host communities.
∎ Support to project Manager on designing integrated and/or multi-sectoral programming across DRC's Response Framework with Economic Recovery components and/or outcomes.
∎ Provide technical support to:
∎ Food Security activities aiming to ensure that individuals and households have physical, social and economic access to sufficient, safe and quality food
∎ Financial Inclusion activities aiming to ensure effective access to useful, affordable and adapted financial products and services and that these financial products and services are delivered in a responsible, inclusive and sustainable way
∎ Decent Livelihoods activities aiming to ensure that individuals and households have access to resources that they can use to subsist and/or generate income and have the 'means of living' through available, decent and sustainable employment opportunities.
∎ Deepen Economic Recovery teams' ability to undertake robust modality assessment and selection with respect to resource transfers to people of concern and provide technical support to subsequent implementation.
∎ Support targeted market assessment and analysis in support of Market System Approaches (MSA) designed to achieve Economic Recovery outcomes, informed by applicable minimum standards, not least the Minimum Economic Recovery Standards (MERS)
∎ Support best practice process, output and outcome monitoring to measure programme quality, as well as evaluations e.g. on impact, cost-effectiveness and relevance in close collaborate with MEAL colleagues
∎ Support DRC's efforts to increase the participation of and accountability to populations of concern in Economic Recovery programming
∎ Resources, training, and learning:
∎ Ensure institutional knowledge management, including co-curating DRC's Economic Recovery intranet and collaborative toolbox, and delivering targeted provision of relevant policy, standards, resources, guidance and tools to country and regional operations
∎ Lead to facilitate the relevant curriculum and module development and deliveries
∎ Provide training materials in line with global interagency and internal DRC resources; design, organize and co-facilitate country, regional and HQ strategic and technical workshops/trainings for DRC and partners' staff as required
∎ Contribute to DRC's internal learning processes on Economic Recovery and MSA, including collection, compilation and sharing of best practices, and ensuring cross-country consistency in programming approaches
∎ Liaise and collaborate with other DRC priority initiatives as required
∎ Advise country operations on mainstreaming CVA and MSA in support of Economic Recovery outcomes upon relevant assessments and key stakeholder consultations.
∎ Project Implementation and quality assurance:
∎ Implement the Nature Based Solutions project and provide day-to-day project updates to the Project Manager.
∎ Support in resolving any emerging problems and issues in the field.
∎ Make field arrangements for planned visits/ high level visitor/donor official to project locations.
∎ Set up clear beneficiary follow -up mechanisms and ensures appropriate follow-ups are made to support beneficiaries.
∎ Coordinate activities with relevant stakeholders-UNO/UP Chairman/CICs /civil societies/actors at field level with establishing synergic linkages.
∎ Ensure that the DRC Code of Conduct and PSEA reporting mechanism is understood, acknowledged in writing, and adhered to by stakeholders/Partners
∎ Perform any other duties as assigned by the line manager.
∎ Safety:
∎ Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these will be considered a disciplinary offence while it may also leave you, your colleagues and DRC Bangladesh, at risk.

∎ SKILLS AND EXPERIENCES:
∎ Minimum experience of 3 years in the field of nature-based solutions/site improvement & development/ cash for work for NbS/Economic recovery or social infrastructure or maintenance.
∎ Experience in the camp context will get preference.
∎ Significant experience with international humanitarian and/or development organisations, and demonstrable experience working on economic recovery programming (including Food Security, Financial Inclusion and/or Decent Livelihoods) in contexts of forced displacement.
∎ Demonstrable experience working in complex institutional environments - and developing close working relationships remotely, and internally.
∎ Strong understanding of relevant global policy debates, and recent trends and developments in research, evidence, and programme innovation
∎ Excellent and up to date knowledge of CVA in general, and in pursuit of Economic Recovery outcomes in particular, including the latest technical and methodological best practice.
∎ Strong and practical knowledge of MSA and proven ability to support development of MSA in support of Economic Recovery outcomes.
∎ Good understanding of emergency and (early) recovery livelihoods support interventions, and integrated programming/approaches, including the Graduation Approach
∎ Strong skills in humanitarian programme assessment, response analysis and modality selection, set-up/design, implementation, and MEAL.
∎ Strong knowledge of monitoring and evaluation methodology, and processes suitable to document the effects of Economic Recovery programming.
∎ Demonstrable capacity building skills - including specifically with design and facilitation of impactful and contextually-adapted trainings and workshops.
∎ Excellent oral and written communication skills, including concise writing/drafting, and engaging presenting and facilitation.
∎ Demonstrable problem-solving skills, as well as the ability to take a flexible, creative and innovative approach when needed.
∎ Proven ability to work independently as part of a small team, and to form close working relationships with a diverse range of colleagues.
∎ Highly motivated and hard-working, with strong attention to detail
∎ High degree of flexibility; willingness to deploy at short notice, to insecure environments, and to operate in a physically demanding working environment.
