- Qualifications & Experience
- 10–12 years of progressively responsible experience in program and operations management in NGO/INGO sectors, including at least 5 years in Director/similar senior leadership role.
- Proven experience managing multi-sectorial programs and large donor-funded projects (e.g., SDC, USAID, EU, UN).
- Strong knowledge of project cycle management, financial oversight, HR, and operations.
- Demonstrated ability in resource mobilization, donor engagement, and partnership development.
- Excellent leadership, communication, and interpersonal skills.
Responsibilities & Context: Position Summery and Context:
The Director – Program and Operations position will be responsible for providing strategic direction, technical guidance, and operational management of BNWLA’s programs. The role ensures program quality, effective implementation, donor compliance, and alignment with BNWLA’s mission to promote and protect the rights of women and children in Bangladesh.
The incumbent will lead grant acquisition, proposal development, and funding diversification to strengthen BNWLA’s resource base. The position focuses on enhancing program effectiveness, ensuring operational efficiency, and promoting organizational growth and sustainability.
Key Responsibilities
1. Strategic Leadership & Program Management (25%)
- Lead the design, planning, implementation, and monitoring of all programs to ensure they are impactful, sustainable, and aligned with BNWLA’s mission and strategic goals.
- Provide guidance to program/project managers in developing annual work plans, budgets, and implementation strategies.
- Ensure program interventions are rights-based, gender-sensitive, and inclusive of marginalized groups.
- Promote innovation, learning, and the scaling-up of successful program models.
2. Donor Mapping, Proposal Development & Grant Acquisition (35%)
- Research, identify, and prioritize potential donors (institutional, corporate, foundations, and individuals).
- Build and maintain strong relationships with existing and prospective donors through engagement and communication.
- Maintain a donor database and ensure timely follow-up and reporting.
- Lead the development of high-quality concept notes, proposals, and budgets in collaboration with relevant teams.
- Ensure all submissions are compliant with donor requirements and organizational priorities.
- Track donor opportunities, funding trends, and calls for proposals.
3. Operations & Compliance (20%)
- Oversee day-to-day operations, including HR, logistics, procurement, and administrative functions.
- Ensure robust internal control systems, risk management, and compliance with donor and government regulations.
- Work closely with the Finance team to manage program budgets, expenditures, and financial reporting.
- Strengthen organizational visibility and ensure transparent communications.
4. Team Management & Capacity Building (10%)
- Provide leadership, mentoring, and guidance to program and operations teams.
- Ensure recruitment, training, and retention of high-performing staff.
- Develop a culture of collaboration, accountability, and continuous learning within the organization.
5. Partnership & Networking (5%)
- Maintain strategic relationships with donors, government agencies, civil society, and partners.
- Lead resource mobilization efforts in collaboration with the President and General Secretary.
- Represent BNWLA in external forums, networks, and advocacy platforms.
6. Monitoring, Evaluation & Learning (MEL) (5%)
- Oversee the development of annual and donor-specific reports.
- Ensure effective monitoring and evaluation systems to track progress and measure outcomes.
- Promote research, documentation, and knowledge management for program improvement and advocacy.
- Establish evidence-based decision-making and adaptive management.
