Job Context:

∎ Supervisor: Country Lead, Bangladesh
∎ Often working in complex and changing environments, the Director will provide overall leadership to the Agriculture Policy team. The Director will guide the team to stay abreast of policy trends in the agricultural sector and strategize how the Policy Activity can most effectively engage, influence, and strengthen policies and systems that directly contribute to the growth of this sector in Bangladesh.
∎ S/he will continually reinforce Policy LINK`s agreed-upon core purpose and principles, and ensure all decision-making is rooted in those purposes and principles. S/he will contribute to foster a learning environment in which personal and team growth is supported, with a shared understanding that the "team" always comes before the "individual."

Job Responsibilities:
∎ Identify, prioritize and analyze critical agricultural policy areas:
∎ Conduct landscape analysis to select priority policy pillars on an on-going basis
∎ Identify critical policy and systems challenges within prioritized policy pillars that the Policy Activity focuses on
∎ Collaborate with research partners, or contract Expert Consultants, to thoroughly analyze these policy and systems challenges leading to the development of a Policy Brief, or other analytical outputs.
∎ Develop and update the Policy Matrix for submission to USAID
∎ Forge alliances:
∎ Develop clear institutional maps depicting key agricultural stakeholders (public and private, academia/research, development agencies, communities, and USAID IPs) involved in the policy pillars that the Policy Activity focuses on
∎ Develop excellent working relationships with key governmental ministries and departments leading these policy areas
∎ Identify and forge effective partnerships with "influential" coalitions and/or entities that are leading voices and movements in these policy areas
∎ Establish and manage partnership agreements with USAID / Feed the Future Implementing Partners on prioritized policy pillars
∎ Position & Influence on agricultural policy and systems strengthening:
∎ Facilitate complex policy dialogues between key public and private sector stakeholders
∎ Support influential partners/entities to negotiate and influence policy development, change and implementation
∎ Strengthen systems through policy sensitization and capacity building on leadership and management
∎ Stay up to date / monitor traction on prioritized policy pillars within public and private sector
∎ Strengthen Policy Activity's profile as a leading, impartial think tank on agriculture policy systems in Bangladesh
∎ Team management & cross-team coordination:
∎ Provide inspiring leadership to the Agriculture Policy team to guide and support the design of effective strategies, clear milestones, and activity plans.
∎ Effectively work with, guide, and supervise team members and develop team capacities as needed
∎ As a member of the Policy Activity SMT, effectively contribute to the vision, management and delivery of impact and results
∎ Effectively coordinate, work with, and support the CLA and Operations team
∎ Strategize and contribute to planning and execution of events such as policy workshops, roundtables, meetings with diverse stakeholders (public and private) including senior leaders and decision makers in Government
∎ Reporting & Supervision
∎ The Director - Agriculture Policy will report to the Bangladesh Country Lead and will be a member of the Country Office Senior Management Team. S/he will provide overall leadership and directly supervise the Agriculture Policy team comprised of Senior Managers and Managers.

Additional Requirements:
∎ Minimum 12 years of experience in a management role within the agricultural development sector
∎ Demonstrable experience in policy analysis and systems strengthening
∎ Demonstrable experience in developing partnerships with government counterparts and with the private-sector, academia/research partners, and with development agencies
∎ Demonstrable experience on facilitating complex and difficult conversations and dialogues leading to common understanding and ways forward
∎ Demonstrable experience in managing and working with leading experts and consultants
∎ Working on USAID projects will be an additional advantage
∎ Comfortable in ambiguous environments
∎ Excellent critical thinking to find solutions and ways forward in often complex environments
∎ Excellent verbal and written communication in both English and Bengali
∎ Ability to work collegially and collaboratively with Policy Activity team, Policy LINK global team and external stakeholders
∎ Ability to communicate/collaborate effectively across cultures, including with team members based in other countries
∎ Able to work with minimal supervision and always respectful of deadlines and milestones
∎ Proficient on standard Microsoft programs such as Word, Excel, Outlook and Powerpoint
∎ Strong leadership and supervisory skills
∎ Good understanding of USAID policies and procedures will be a bonus
