Job Context:
∎ The Deputy Food Security and Livelihood and Disaster Risk Reduction Coordinator backs up the FSL and DRR Coordinator in supporting the mission to achieve the intended operational results in the field of FSL and DRR.
∎ In particular, he helps in ensuring the quality of the projects through reporting follow up, results monitoring, context monitoring, lessons learned and knowledge management, tools development and trainings.
∎ The Deputy FSL and DRR Coordinator takes part to the development and implementation of Solidarités International technical strategy in the country in the field of FSL and DRR. In particular, he is the driven force to develop DRR activities and strategy by integrating the Strategies and Policies of the Government of Bangladesh`s and Solidarités International`s standards.
∎ She/He takes on the functions of the FSL and DRR Coordinator in case of absence.
Job Responsibilities:
∎ Project quality:
∎ Collect information from the bases and assist in the quality analysis and monitoring of the activities carried out with the FSL and DRR Coordinator
∎ Help in developing the FSL and DRR team capacities with techniques and new methodologies
∎ Advice on develop DRR mainstreaming approach and support its implementation in all the interventions (WaSH and FSL)
∎ Support the Program managers in setting up a technical approach and assessing the financial, human, and logistics elements of programs to be implemented in close collaboration with the FSL and DRR Coordinator
∎ Ensure with the FSL and DRR Coordinator that all FSL and DRR programs are implemented respecting Solidarités International' technical requirements and national established norms and standards
∎ Coordination, technical support and operational monitoring:
∎ Ensure that resources from the Tool box are used correctly in the management of the FSL and DRR project cycle
∎ Together with the FSL and DRR Coordinator, set objectives and specific and general indicators in order to assess and monitor the impact of the programs and to reshape them if necessary
∎ Support the FSL and DRR Coordinator and the Program managers for carrying out and/or supervising task and resource planning over time, according to the objectives which have been set
∎ Monitor the development of current programs (progress, suitability and effectiveness) and suggest modifications to the FSL and DRR Coordinator
∎ Together with the FSL and DRR Coordinator, ensure and approve quality and adherence to guidelines and due dates set in any contractual documents (proposal, intermediate and final reports...)
∎ Support the teams on site, by regularly visiting intervention sites planned with the FSL and DRR Coordinator, pre-empting problems and listening to the teams
∎ Together with the FSL and DRR Coordinator, be involved in the review and follow up of the different operational follow ups
∎ Provide support and advice to the logistics department for the purchase of specific materials for FSL and DRR activity
∎ Strategic orientation:
∎ Take part to the development and implementation of Solidarités International technical strategy in the field of FSL and DRR at country level
∎ Support the FSL and DRR Coordinator in the monitoring and analysis of the FSL and DRR sector and the analysis of donors' strategies for FS activities
∎ Suggest to the FSL and DRR Coordinator new activities to develop
∎ Participate in the organization of assessment and evaluation missions in the field of FSL and DRR
∎ Participate actively in programming work
∎ Capitalization:
∎ Ensure that Solidarités International's capitalization tools are correctly used at mission level
∎ Ensure that Activity Forms are drafted before implementing a new activity and then regularly updated, with the validation of the Food Security Coordinator
∎ Participate in the centralization and dissemination of legal documents, procedures, guides and tools linked to FSL and DRR activities
∎ Propose improvements to Solidarités International' existing tools
∎ Support the Food Security Coordinator to develop technical partnerships with others actors in the sector of FSL and DRR
∎ Personnel management:
∎ Participate to the brief of employees working on FSL and DRR programs
∎ Identify training requirements within the FSL and DRR team and the resources available in the work area
∎ Help in implementing technical training in line with operational needs identified by training requirements
∎ Reporting / communication / representation:
∎ Report to the FSL and DRR Coordinator any non-technical, human-resources-related or safety-related issues which could affect the activities or safety of Solidarités International' teams
∎ Participate in the preparation of FSL and DRR activity reports and annexes for reports and/or financial donors with the FSL and DRR Coordinator
∎ Participate to the validation of technical expertise reports
∎ Assist the FSL and DRR Coordinator in establishing and maintaining a communication network and good relations with local/government authorities, financial donor representatives, UN agencies and other international agencies
∎ Ensure with the FSL and DRR Coordinator that SI is represented at all meetings or forums concerning FSL and DRR activities
∎ Develop strong close and relationship with other partners, especially on DRR
∎ Identify possibility of partnership with local partners
∎ Represent the organization when asked and/or delegated to do so.
Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least 6-8 years working experience on agriculture/livestock/IGA/DRR project.
∎ At least 5 years working experience with NGO/INGO.
∎ At least 1 year working experience in similar position.
∎ Experience on IGA approach, CBDRR model, livestock distribution and training preparation and facilitation in several fields (agriculture, livestock, IGA, DRR)
∎ Experience in managing teams
∎ Males & females are encouraged to apply.
∎ Good level of proficiency in Microsoft Office (Word, Excel and Powerpoint) and capacity to learn new software
∎ Sound knowledge on DRR institutional framework (national and international level)
∎ Language proficiency: English and Bangla skills are required for writing, typing and speaking. Ability to speak the Chittagonian dialect is an added value.
∎ Proven capacity to write internal and external reports
∎ Good knowledge and experience on Project Cycle Management
∎ Capacity to train national staff
∎ Well organised and with good interpersonal and communication skill.
∎ Able to communicate with tact and diplomacy and to work and communicate effectively with several stakeholders at different levels
∎ Ability to coordinate externally and represent the organisation
Salary:
∎ Tk. 79300 (Monthly)
