Educational Requirements:
∎ An advanced degree in public health, international development, financial management, public administration or a related field; additional experience is commensurate to an advanced degree
∎ Minimum of 8 years of progressively responsible experience managing complex projects donor-funded, international development projects; management experience on health projects preferred
∎ Excellent financial management and reporting experience on USAID-funded projects
∎ Strong project management and representation experience including experience on projects utilizing sub-contracts/grants to local partners preferred
∎ Demonstrated experience working with senior-level host-country counterparts
∎ Proven leadership and personnel management skills, including a track record of managing and coordinating high-performance teams across multiple program office locations and the provision of technical assistance, including the ability to coach, guide, and inspire the team members in their contributions to meeting program objectives
∎ Excellent writing and communications skills in English.

Job Context:
∎ The goal of the project is to strengthen Bangladesh`s Global Health Security architecture that will allow early detection of diseases in the animal, human, and environmental interfaces minimizing societal disruption, and prevent avoidable death.
∎ The Deputy Chief of Party (DCOP) will manage and lead project operations including finance, grants management, contract compliance, and human resource management. The Deputy PD/DCOP will coordinate with the technical team and local partners to ensure stellar implementation in line with objectives of the project, established budget, and contract terms. The Deputy Project Director/DCOP will oversee the design and execution of the project workplan including any sub-contracting and small grants. The position is anticipated to be based in Dhaka, Bangladesh beginning on or about October 2023.
∎ This position is contingent upon project award and approval.

Job Responsibilities:
∎ The Deputy Chief of Party will oversee and coordination finance, operations, grants, and human resource management and ensure superb project implementation in coordination with Project Director and leadership team. Responsibilities specifically include:
∎ Establish project administrative policies and procedures in accordance with USAID rules and regulations and DAI policy
∎ Oversee all financial and administrative matters, including the recruitment and management of financial, grants, HR, and administrative staff
∎ Serve as the Chief of Party's advisor on all contractual and financial matters with USAID and subcontractors
∎ Oversee the Grants team and function ensuring coordination with the technical team and managers in regional hubs
∎ Ensure regular and accurate tracking and reporting on project management metrics
∎ Serve as a subject matter expert and advisor to the Systems Strengthening for One Health team, partners, and other stakeholders in USAID project implementation including contracts, grants, financial management, and compliance.
∎ Coordinate with technical teams and local partners to ensure project operations enable the successful realization of project goals
∎ Coordinate national and sub-national implementation, troubleshooting logistics, management, and operational challenges as they emerge
∎ Coordinate the identification, approval, hiring, and mobilization of STTA
∎ Act as Chief of Party when necessary

∎ Age at least 40 years
∎ Preferred Qualifications:
∎ • Leadership experience in addressing global health security, infectious disease prevention, and/or national health systems challenges
∎ • Demonstrated experience leading capacity building for local actors, providing capacity building assistance at individual and organizational levels
∎ • Bengali language skills
