∎ Handicap International- Humanity & Inclusion (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes for ensuring rights and inclusion of people with disabilities in society.
∎ In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. Thanks to three projects implemented before the crisis, HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.
∎ JOB CONTEXT:
∎ Present in the Cox’s Bazaar District since 2007, HI is operating in Teknaf Upazila and participates in the emergency response to the Rohingyas crisis with various projects both in the camps and in Host communities. In Teknaf, HI supports Inclusive Education activities and Children development through Play (Growing Together), provide specialized services (PSS, Protection, Rehabilitation etc.) to the Rohingyas refugees through its mobile clinics approach and deliver Rehabilitation Services in Hospitals. HI also operates two common storage platforms in Leda and Unchiprang.
∎ The Teknaf office counts approximately 60 staffs and will expand in the coming months with the opening of two mobile Units funded by GAC and ECHO

Job Responsibilities:
∎ Job Summary:
∎ Under the responsibility of Area Manager, the Deputy Area Manager - Teknaf will provide a general oversight to the project implemented, ensure good synergies and coherence across the diverse projects implemented in the area, ensure good coordination between the projects and support departments. The Deputy Area Manager – Teknaf will also represent the organization to external meetings and liaise with local government authorities to ensure positive working relationships
∎ Main Responsibilities:
∎ 1. Office coordination and Project oversight
∎ Coordinate and centralise the collection of information and analyse the intervention context, humanitarian needs and their evolution in the intervention area and propose some project re-adjustements if/when the context evolves
∎ Ensure that the operations implemented are in accordance with the local culture and the mandate and values of HI, and that they are discussed before, during and after with local authorities at all levels and with the target populations;
∎ Conduct a weekly base meeting with representatives from Projects teams, Logistic and Finance departments to ensure effective information sharing accross the team and the development of a weekly action plan.
∎ Participate in the bi-weekly Cox coordination meeting (through Skype or on-site)
∎ In close collaboration with the Projects Managers, oversee the day-to-day implementation of the field activities, ensuring they are conducted in line with the action plans decided at the base coordination meeting
∎ Ensure smooth and effective coordination between project teams and support services in the area of responsibility
∎ When required, lead the launch/closure of the projects where project management are based in Teknaf, facilitate launch/closure meetings with the local Partner(s) and support the team in conducting the launching/closure steps including initial/final Evaluation and other lessons learning exercises.
∎ 2. External Representation and Local Government liaison
∎ Participate to UNO monthly meetings, Civil-Mil coordination meetings, NGOs/INGOs coordination meetings, as well as any relevant meeting at camp level and provide necessary reports when required.
∎ Support the Project Managers in presenting new projects to relevant local authorities with the facilitation of external kick-off meetings
∎ Ensure external field visits are organized properly at field level for visitors/HQ support/donors.
∎ In strong coordination with the Senior Government Liaison Advisor, ensure that monthly reports to CiCs are timely submitted as well as other documents requested by camps and local authorities
∎ 3. Security management
∎ Ensure the full briefing and implementation of and compliance with the Security Management Plan and SOPs by all staff members working in or visiting Teknaf Office.
∎ As the security focal point for the area, and in collaboration with Ukhyia security focal point, monitor the security context, develop a good networks of informants to enable you to trangulate security informations, analyse the trends and provide regular updates to the Area Manager.
∎ Track and record security incidents in the HI database and provide a monthly security analysis to the Area Manager.
∎ Immediately report to the Area Manager any significant security incidents or security alert occuring in the area of intervention and support incident management.
∎ Coordinate the application of emergency security procedures (evacuation, lock-down, etc.) and maintain contact with the Area Manager.
∎ 4. Support functions
∎ Support Teknaf based Project Managers in developing and monthly updating realistic financial forecasts and participate to BFU meetings.
∎ Support Teknaf based Project Managers in developing and quarterly updating of supply plans ;
∎ Ensure realistic cash forecasts are sent by the Project Managers to the Accounts Assistant and the consolidated forecast is sent to Cox
∎ Conduct weekly and ad hoc cash counts with the Accounts Assistant – Teknaf
∎ Support information sharing on, and compliance to, HI policies for PSEA, anti-fraud, Code of Conduct
∎ Ensure all suspicions of misconduct are reported through the HI reporting channels
∎ Lead or assist with internal audits and investigations as needed, maintaining the highest level of confidentiality.
∎ Propose cost containment measures, workload shifting, and other processes improvements to Country support Managers, capturing local constraints and opportunities to ensure best use of the personnel, logistics and financial resources
∎ Contract Duration: 30 June 2021

∎ At least 1 year of proven of a coordination role
∎ At least 5 years work experience
∎ Previous NGO experience in a coordinating role
∎ Desirable
∎ Previous experience in Cox’s Bazar district considered an advantage.
∎ Some proficiency in Rohingya dialect can be an asset.
