Education:
∎ Master’s degree from a recognized institution (and/or equivalent work experience) in a discipline relevant to social studies, public health, financial management or business administration. ∎ ● Supervise the administration support services of the project (finance, procurement, grants, risk, administration) and ensure the group is well staffed and ongoing capacity building opportunities are implemented
∎ ● Works closely to ensure all operational, administrative, and compliance functions within the projects are being properly executed in accordance with regulatory-based best practices.
∎ ● Supervise the preparation of the annual budgets and ensure regular monitoring and reporting against these budgets.
∎ ● Supervise the management of the internal/ external audits applied by GH and/or donor partners.
∎ ● Identify capability and capacity gaps (human resources and systems) and identify options for mitigating human resource gaps in the project.
∎ ● Network among donors and key stakeholders to actively seek funding opportunities, help increase the quality of proposals, understand donor priorities, and ensure coordination;
∎ ● Represent GH-CPI at meetings with government partners and regional and local authorities, donors, local agencies, clusters, coordination bodies and other relevant stakeholders, at all levels of project implementation as required.
∎ ● Actively seek partnerships with national and international organizations to improve the scope and impact of projects.
∎ ● Ensures that all security and safety rules (SOPs) are developed, informed and regularly reviewed
∎ ● Incident management: Participates or leads critical security interventions or establishes investigations under the internal policies and procedures.
∎ Monitoring, Evaluation, Research (20%)
∎ ● Provide effective support, guidance and supervision to the monitoring and evaluation team for developing/upgrading log frames, indicators, and tracking the progress/performance for all programs.
∎ ● Ensure proper and timely feedback system for the program teams through monitoring visits and review for taking corrective and preventive actions at program end to ensure programmatic compliances.
∎ ● Ensure smooth data flow for collecting, monitoring, and evaluating program indicators and reporting as needed.
∎ ● Ensure required support, guidance and supervision to the research team in identifying appropriate evidence based research topics closely working with the programs team, designing/developing new research proposals and implementing the approved research projects.

∎ ● Direct experience of staff and grant management in a similar role with INGOs.
∎ ● Proven history of successfully building and leading multi-disciplinary teams, and demonstrated ability to manage professional, technical, and program support
∎ staff in a team environment, ensuring everyone’s role contributes to successful team outputs of the project.
∎ ● Demonstrated skills and experience in continuous improvement and facilitating innovation across teams.
∎ ● Strong people skills (influencing and relationship building) and ability to work in a multicultural and gender-sensitive environment.

∎ Community Partners International (CPI) is a U.S. based nonprofit organization that works with local partner Green Hill (GH), to improve the access to quality services and generate the resources, local capacity and coordination necessary for partners, vulnerable communities and the people to meet their essential health, humanitarian and sustainable development needs.
∎ Primary Responsibilities
∎ The CXB Project Director is responsible to provide overall guidance and supervision for CPI funded Emergency Response programs with local partner Green Hill; In accordance with the organization mission, principals, strategic directions, goals, policy, procedures, guidelines, donor regulations, local laws and beneficiaries expectations by designing, planning, implementing, monitoring, organizing and governing program activities as well as facilitate the development of innovative concepts/ideas according to grant agreements and timelines.
∎ As a member of the GH senior management team (SMT), work closely with CPI SMT to facilitate grant according to donor requirements and guidelines in Cox’s Bazar while ensuring enterprise risk management, safety & security plan, policy, procedures, guideline, system strengthening, capacity building and knowledge management across departments and along with dealing and directing the resources with fullest efficiency to best meet the organizational and project goals.
∎ Program & Operations (50%)
∎ ● Lead the overall program operations of the organization (Sectors - Health, WASH, Clean Energy, Livelihoods etc.) in accordance with the grants and local approvals including designing, planning, implementing, monitoring, organizing and governing the program activities.
∎ ● Development of innovative concepts/ideas/research topics as appropriate for the program and organization following the specific timeframe.
∎ ● Actively supervise and mentor Program Managers/Program Leads in following the project management cycle towards achieving the desired results/outcomes of the grants with proper documentation, coordination, processes and compliance.
∎ ● Facilitate the capacity building initiatives for Program Managers/Program Leads to develop time management skills, forecasting, project planning, task identification, communication skills for prompt updating, reporting, and information sharing.
∎ ● Ensure preparation and submission of Govt and donor reports for all stakeholders under each grant in a timely and agreed timeframe.
∎ ● Support Program and Unit Managers/ Leads actively in management of CPI Grant System for effective management and coordination for overall program & operations of the response.
∎ ● Ensure required support for the Program & Unit Managers/ Leads to develop training curriculums, training manuals, checklists, data collection systems, IEC/BCC materials and other relevant program & operations materials according to the program needs ensuring correct and appropriate technical knowledge and proper use of branding standard etc.
∎ ● Develop the required documentation and processes to ensure compliances, regulations and requirements of the NGOAB, external program and finance audits, donor, and local laws within the country in the most efficient and effective way. This includes the establishment of robust procedures for reporting, document submission, data management, and tracking to meet the expectations and obligations of our donors."
∎ ● Analyze and ensure lessons learned from previous projects inform the plans of new projects/activities.
∎ ● Develop and oversight shared services models for improved service delivery.
∎ ● Support and develop operations team staff through individual annual work plans, linked to the strategic outputs of the division.
∎ ● Investigate, research and evaluate ‘best practice’ and processes to support an integrated, evidence based programming approach.
