Job Context:
∎ Activity Background: In Bangladesh, land scarcity, low agricultural intensification, rapid population growth, and, increased pest and disease attacks are major challenges in terms of crop production and productivity, and ultimately the national food security issue. Pests and diseases cause nearly 50 percent crop loss. The Pest Management Activity, an Associate Award funded by the USAID mission in Bangladesh, will operate for three years from April 1, 2021. The Activity will address and manage current and emerging pest and disease challenges of crops (rice, maize, wheat, mango, pineapple, vegetable and pulse crops) through human and institutional capacity building of Bangladeshi organizations, and the development and scaling of IPM technologies in Bangladesh. The Activity will also collaborate with relevant GOB agencies, research organizations, and private businesses, etc.
∎ Job Summary: The Country Program Manager will take lead on Activity implementation to bring systemic changes in IPM technology adoption and usages to prevent current and emerging crop pests and diseases in Bangladesh. As such, the candidate will coordinate and collaborate with the relevant international and national organizations/institutes/agencies for successful implementation of the Activity. S/he will seek guidance from and report to the Principal Investigator of the Pest Management Activity. In addition, the candidate will maintain regular communication with USAID`s AOR of the Pest Management Activity. S/he will also prepare and submit all relevant reports and deliverables as specified in the Cooperative Agreement.

Job Responsibilities:
∎ Work with the Project Management team to develop a comprehensive workplan to meet the Pest Management Activity goals and objectives.
∎ Provide overall technical and management leadership based on USAID-approved work plan; promote an inclusive approach in intervention design, implementation, and monitoring; and cultivate strong working relationships with and serve as primary point of contact for USAID.
∎ Coordinate for strategic synergies with relevant Bangladesh government institutions such as Department of Agricultural Extension; relevant Bangladesh research institutions-BARI, BRRI, BWMRI, BINA, etc; academia: other Feed the Future funded activities; financial institutions; judiciary; media; private sector: value chain actors, and other relevant international organizations.
∎ Oversee Award management, including personnel, budget, reporting, and communications
∎ Apply technical expertise to provide quality assurance of activity implementation according to USAID/Bangladesh Country Development Cooperation Strategy (CDCS) and U.S. government Global Food Security Strategy (GFSS); and oversee incorporation of cross-cutting principles into activity programming, including digital and ICT tools, Gender Equality and Social Inclusion (GESI), nutrition, climate change adaptation, resilience, and above all the sustainability issue.
∎ Coordinate and prepare bi-weekly updates, quarterly reports, annual reports, success stories, and other reports as needed.
∎ Organize workshops/symposia/meetings/conferences/webinars related to the Activity.
∎ Communicate with the Activity AOR and Principal Investigator regularly and respond to their requests promptly.
∎ Participate in Activity monitoring and evaluation activities.
∎ Monitor, identify, and initiate or stimulate producing scientific and/or popular publications collaboratively.

Additional Requirements:
∎ This position is open for any qualified national (U.S., Bangladeshi, or TCN)
∎ Master's Degree or higher in Agriculture and/or Business Management
∎ Minimum of 7 years of international experience with USG or other similar development project/activity/program management
∎ Prior experience working in agricultural research or extension and commercialization of research, value chain projects or other relevant institutions.
∎ Excellent written and oral communication skills in English
∎ Evidence of inclusive leadership
∎ Familiarity with project management approaches, tools, and phases of the project lifecycle
∎ Ability to work effectively at all levels in an organization
∎ Problem solving and root cause identification skills; strong analytic and decision-making abilities
∎ Ability to take direction and to focus on and follow through on priority activities and assignments; ability to effectively handle multiple tasks without compromising the quality, team spirit, and constructive working relationships with all colleagues
