Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 292 National staffs and 08 international staffs
∎ HI is currently looking for a Country Logistics Manager for its logistics department. In collaboration with HQ services, the Country Logistics Manager ensures the efficient management of logistical resources for the country for which s/he is responsible. S/he is the point person for the Country Director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility.
∎ S/he participates actively in the phased reorganization of HI in the field as part of the ROOTS project. S/he is a key player in the rollout and implementation of HI`s logistics standards, consisting in a reworking of the positioning of logistics at HI and the assertion of the principle of the professional channel.

∎ Duration of the Contract: As early as possible to 31 June 2022 with the possibility of extension.

Job Responsibilities:
∎ Objective-1: Strategy and Steering
∎ Steers logistics strategy and functioning through the active promotion of HI's institutional policy and the optimization of our resources.
∎ STRATOP: contributes towards the drafting, revision, and implementation of the operational strategy (stratop) within his/her scope of responsibility;
∎ RISKS: produces and updates the risk map covering his/her scope of responsibility; proposes and implements risk mitigation measures;
∎ INCIDENTS: contributes to incident reporting within his/her scope of responsibility;
∎ INDICATORS: produces, compiles, and analyses dashboard data;
∎ REPRESENTATION: represents HI externally on logistics matters concerning his/her geographical area (e.g. forums, operational and strategic alliances); ensures the development of local partnerships necessary to the development of his/her area of activity.
∎ Objective-2: Standards and Accountability
∎ STANDARDS: ensures respect and application of HI standards for the whole of his/her professional sector, concerning policy, processes, and tools;
∎ LOCAL ADAPTATION: adapts and contextualizes these standards according to specific local characteristics;
∎ INTERNAL CONTROL: oversees internal control for his/her whole area of responsibility;
∎ ACCOUNTABILITY: guarantees compliance with and application of institutional donor rules on all the projects implemented within his/her scope of responsibility;
∎ Objective-3: Operational Logistics Management
∎ 3.1 Diagnosis phase - Context analysis:
∎ Identifies regulatory requirements (donors, transport, customs, etc.);
∎ Analyses the logistical context of the programme (Logistics Capacity Assessment, Logistical issues chart);
∎ Analyses the logistical context of the projects (ICQ, Log performance);
∎ Evaluates the capacities of available and mobilizable resources (human and material).
∎ 3.2 Design phase - Resources planning:
∎ Designs an adapted logistics chain for each project ( costs, quality, lead times);
∎ Contributes towards the development of the project's activities timeline;
∎ Helps define the material resources needed to ensure the feasibility of the project;
∎ Defines the impact of logistical requirements on the budget ( log. support);
∎ Defines the impact of project requirements on the budget;
∎ Anticipates derogations;
∎ Structures the human resources concerned by logistics.
∎ 3.3 Launch phase - Supply planning:
∎ Defines supply plans and purchasing strategy;
∎ Plans all the means necessary for the movement of goods over the project period;
∎ 3.4 Implementation phase - Coordination:
∎ Adjusts the supply plan after every project review;
∎ 3.5 Closure phase
∎ Manages the sending back of archives to HQ;
∎ Takes part in the return/donation of equipment;
∎ Takes part in the preparation of donor reports;
∎ Objective-4: Professional Channel Development
∎ Leads the professional channel of the logistics sector within his/her scope and helps to do so for the organization as a whole.
∎ Contributes towards the professional development of the Logistics sector globally (community of practice);
∎ Develops a pool of local talent (carries out technical interviews with the candidates and formulates recommendations; identifies training needs).
∎ Objective-5: Emergency Preparedness and Response
∎ Is responsible for providing appropriate support to emergency responses occurring within his/her geographical scope.
∎ Takes part in analyzing the capacity of his/her programmes and teams to respond to emergencies;
∎ Contributes towards identifying preparedness measures in liaison with HQ's Emergency Division; implements these measures;
∎ In the event of emergency response, mobilizes and adapts his/her department and its processes: the size of the team, line-management, coordination and communication mechanisms, ARCI, reporting, etc.;
∎ Strengthens external coordination with colleagues from other organizations.
∎ Objective-6: Management
∎ Assumes the role and stance of the manager concerning his/her staff:
∎ Fosters a team spirit and team works to ensure the necessary synergies between the divisions. Encourages the exchange of practices within and between divisions;
∎ Contributes towards the professional development of his/her team members: sets individual objectives, ensures that the know-how and motivations of his/her staff meet the organization's needs;
∎ Provides individual and collective recognition.
∎ Develops his/her staff's ability to work autonomously.
∎ Embodies and transmits HI's values, ensures respect of its code of conduct and institutional policies, and is vigilant concerning expected attitudes and individual and collective behaviors.
∎ Ensure timely and regular collaboration and coordination with the Compliance team to carry out regular check and balance, internal audit, and the implementation of recommendation of audit finding within your sector of intervention.
∎ Ensure the implementation of Logistic-related compliance with a solution-oriented approach based on the need of programme and context.

Additional Requirements:
∎ Age at least 30 years
∎ Minimum 05 years of direct and proven experience as Logistics Manager / Coordinator
∎ Experience in leading a team of nearly around 20 people.
∎ Experience of the leading country programme more than 10 M USD.
∎ Experience in Supply Chain Management ERP system.
∎ Practice of logistics professions in a humanitarian environment
∎ Team leading and mobilization.
∎ Objectives and contents of transformation projects (simplification, managing change, Manager 2.0, etc.).
∎ Institutional frameworks (policies, directives, standards).
