∎ Organizational Context and Scope
∎ The Government of the People`s Republic of Bangladesh (GoB) is implementing the "Recovery and Advancement of Informal Sector Employment (RAISE): Reintegration of Returning Migrants" project with a soft loan from the World Bank. Under the project, the Wage Earners` Welfare Board (WEWB) has taken the initiative to set up a reintegration programme for returnee migrants.
∎ The International Organization (IOM) in Bangladesh as the lead consultant will support WEWB with the implementation of counseling and migrant workers welfare services through the establishment and operation of Welfare Centers (WCs) in the 5 selected districts in Bangladesh. The major activities under the WCs are to identify and select returnee migrants (as per selection criteria), provide psychosocial counseling, refer the beneficiaries to needful support and services from the respective service provider organizations, and provide cash incentives to the selected beneficiaries.
∎ Ovibashi Karmi Unnya Program (OKUP) is a rights-based migrant organization. OKUP promotes and protects human rights, labour rights, justice and dignity of all migrant workers irrespective of gender, across borders, through putting migrants` perspectives at the center of migration discourse at all levels through unity and empowerment of migrant workers themselves. OKUP as the Implementing Partner (IP) of IOM for RAISE project, will be implementing field activities of the project in selected districts. OKUP is seeking one suitable candidate for Faridpur district to support WEWB with the implementation of counseling and migrant workers welfare services.
∎ Under the overall guidance of the Project Management Unit (PMU), Assistant Director (AD) of WEWB and direct supervision of the Programme Specialist (PS) from IOM, and in collaboration with relevant colleagues within IOM Bangladesh and OKUP, the Counselor will be responsible for the tasks mentioned as below:

Job Responsibilities:
∎ Support overall field level project implementation by facilitating planned project activities (meetings, events, training) in close coordination with the PMU, AD, PS, and other Welfare Center staff.
∎ Provide support in screening and registration of the project beneficiaries, data entry in the Reintegration Management Information System (RMIS), logistical arrangements and administrative tasks within their areas of responsibility.
∎ Participated in comprehensive training on gender responsive reintegration counseling including case management and referral mechanism.
∎ Provide Psychological First Aid (PFA) support to the selected returnees and refer them to need-based psychosocial and other health services available with different institutions/organizations.
∎ Provide counseling to support reintegration planning and refer them to relevant economic, social, and psychosocial services for sustainable reintegration or safe re-migration.
∎ Maintain and monitor project related progress, data, information and records, and support in the preparation of the event and periodic reports.
∎ Ensure post referral monitoring and follow of the beneficiaries to ensure access to the services.
∎ Support in implementation of field level campaigns and community mobilization activities
∎ Carry out duty travel within the country as required to support implementation of the assigned task.
∎ Prepare lists of the beneficiaries eligible for cash incentive.
∎ Perform other duties assigned by Assistant Director (welfare center in charge), PMU and Project Coordinator of OKUP.
∎ Ensure 100% standards in financial and logistical management to meet accountability and transparency.
∎ Represent OKUP when and where necessary.
∎ This list of duties and responsibilities is by no means exhaustive and the post holder may be required to undertake other relevant and appropriate duties as required

Additional Requirements:
∎ Preference will be given to candidates with a minimum of 3 years of experience in a similar field.
∎ The ability to work under pressure is essential.
∎ A willingness to work in any location within the country is required.
∎ Excellent verbal & written communication skills in Bangla and English
