Responsibilities & Context:

The purpose of this position is to provide efficient and effective support to Program Team of Response Project and ensure effective financial management and compliance for all grants administered and/or implemented by WV Bangladesh.

S/he is responsible for ensuring quality finance and grants management, assessing needs and developing grant management capacity of finance staff and ensuring compliance with donor and WV International reporting requirements, contributing to World Vision core values by providing leadership in grants budgeting, accounting and reporting functions in grants budgeting, accounting and reporting in WV Bangladesh.

This position is accountable for identifying key requirements of donors which includes reporting data and information, reporting timeframes and frequency, reporting formats, project flexibility, purchasing standards, use of funds for overhead costs, level of backup documentation required, tracking of Cost Allocation Policy rates, and variance explanations.

This position has a supervisory role on the grant finance team. To provide leadership and management of the Finance & Accounting function by planning, directing and controlling the finance resources in line with World Vision, donor and Government policies/procedures, International Accounting Standards and Generally Accepted Accounting Principles (GAAP). This position will report to Senior Coordinator-Grants, Finance & SCM.

Ensures finance staff capacity is strengthened and timely flagging any potential financial risk and development and implementation of good internal controls, utilization and safe guarding of assets according to WV approved policies and procedures, set high quality performance targets. Ensures adherence to technical standards, best practices and compliance with WVB/WVI FM etc., requirements and guidelines. 

Providing real time accurate financial data, analysis and advice. Ensures effective and efficient financial management. Lead and manage the direct report team members in an efficient delivery of high quality services and responsive solution in financial management to achieve short and long-term agreed objectives in alignment with World Vision Bangladesh strategic objectives and ensure compliance of WV Partnership and law of the land.

Ensures WVI Financial policies & procedures are adhered to. Provide Leadership, technical coaching and mentoring to the respective stakeholders. Ensure competitive budget development as part of grant applications (concepts, proposals etc.)Ensure capacity building strengthening of related staffs.

The position is accountable for the following:

  • Financial Management Responsibilities

Payment Processing:

  • Conduct primary reviews of all payment requests from vendors and staff.
  • Perform desk audits for payment verification.
  • Ensure timely vendor payment processing, including compliance with BPS regulations.

Cash Management:

  • Prepare monthly cash advance requests and forecasts.
  • Monitor cash flow, including petty cash and bank balances.
  • Conduct daily aging analysis and surprise cash counts to ensure accuracy and compliance.
  • Support cash forecasting for upcoming months.

Tax Compliance:

  • Prepare and deposit monthly VAT and tax challans.
  • Issue VAT/tax certificates to vendors.
  • File annual tax returns for the organization and expatriate staff by September 30.

Financial Reporting:

  • Provide monthly fund forecasts and variance explanations.
  • Prepare periodic financial reports (monthly, semi-annual, annual) for grants.
  • Ensure accurate posting of financial data in SUN systems.

Audit Coordination:

  • Facilitate internal and external audit processes, ensuring compliance with recommendations.
  • Monitor changes in government legislation affecting operations and ensure adherence.

Stakeholder Coordination:

  • Communicate regularly with operations staff and coordinate with partner NGOs for financial settlements.
  • Engage with grant stakeholders for direct charging and funding requests.

Policy Compliance:

  • Maintain government budget codes and ensure compliance with finance and purchasing policies.
  • Design and implement systems for the security and control of assets and resources.

Team Development:

  • Provide guidance on internal controls and areas for improvement.
  • Mentor finance staff and ensure opportunities for professional development.
  • Build a strong finance team focused on efficiency and strategic leadership.

Budget Management:

  • Negotiate budgets with partners and donors, ensuring they cover project costs.
  • Submit budget revisions promptly and maintain alignment in all financial systems.

Project Oversight:

  • Monitor project expenditures to prevent underspending or overspending.
  • Conduct monthly review meetings with project teams to document variances.

Compliance and Integrity:

  • Ensure 100% compliance with labor distribution reports and donor timelines.
  • Address and resolve any instances of fraud or misappropriation of funds.

Continuous Improvement:

  • Implement audit findings within 90 days.
  • Foster collaboration within the grants finance team to enhance reporting and compliance.
