∎ ADWG Members:
∎ The ADWG members (primarily chair) regarding the overall direction and progress on the ADWG, monthly plans, progress and reporting against activities and outputs, outcomes, advocacy, capacity building, learning generated from project/ engagement in Rohingya refugee setting.
∎ ISCG/Sectors/ Working Groups:
∎ Represent the ADWG in different sectors mainly to the Protection Sector in coordination.
∎ Specific Engagement with Protection Sector
∎ As part of the 2020 JRP Protection Strategy`s, one key objective which will be focused on will be to strengthen response to persons with disabilities and older persons within the Rohingya refugee population. While Protection Sector`s 2nd Objective under the 2020 JRP promotes specialized services for persons at heightened risk who have diverse needs and vulnerabilities, the 6th Protection Sector`s Objective informs on how the Protection`s Response Plan promote the integrated and multi-sector Protection, Age, Gender and Diversity (AGD) approach (mainstreaming and inclusion).
∎ The PWG in collaboration with ADWG will mainstream AGD principles in other Sectors. This will include the right of persons with disabilities and older persons to access humanitarian services which are appropriate and accessible.
∎ Taking into consideration the expertise within the ADWG, it was discussed and agreed between ADWG and PWG to establish a structured working framework here below are the proposed TOR objectives by ADWG and PWG for the ADWG`s coordinator:
∎ ADWG Coordinator to regularly participate during the Protection Working Group`s meetings,
∎ ADWG Coordinator to be an observer of the PWG`s Task Team as to solicit technical expertise from ADWG members to provide expert opinion and provide guidance on Age and disability issues,
∎ In collaboration with Protection Sector, identify priority protection/programmatic concerns and unmet needs related to age and disability inclusion. Support PWG to produce unmet needs analysis reports with clear recommendations,
∎ Engage with Protection Sector on initiatives undertaken in organizing protection assessments,
∎ Solicit technical expertise from the ADWG to contribute towards Protection Sector`s JRP Age/Disability response strategies including the development of contingency planning during natural disasters,
∎ Engage with Protection Sector on advocacy and resource mobilization efforts for age and disability mainstreaming,
∎ Under the guidance and direction of the ADWG, provide strategic engagement with different Sector`s as to ensure mainstreaming of age and disabilities
∎ Take joint initiatives with Protection Sector to strengthen coordination with relevant authorities working on age and disability inclusion as to enhance capacity and to create public awareness,
∎ Actively contribute towards Protection Sector`s Information Management data set collection and narrative analysis including mapping of services for older personas and persons with disabilities across all the camps
Job Responsibilities:
∎ Act as a hub for strategic and operational relationships with and between ADWG members, the Protection Working Group (PWG) and any other relevant WG, (I)NGO, UN, government and other humanitarian actors, ensuring that lines of communication are clear, partnerships are of mutual benefit and issues of concern are appropriately flagged. Upon request of the ADWG co-chairs, represent the ADWG in coordination mechanisms- including the PWG and any other relevant sector and bilateral meetings. The ADWG will be a key partner of the PWG and assist in the PWG Task Team to provide technical support to PWG in mainstreaming age and disability into policy and programs.

∎ Implement a range of key activities to ensure existence of ADWG in the coordination structure of the humanitarian response in Bangladesh. Support the ADWG members to better engage and influence the inclusive humanitarian policy environment in the humanitarian response, and coordinate input from ADWG members into Humanitarian Response Plans, Preparedness Plans and other policy documents.
∎ Monitor the progress of the ADWG workplan, in line with the ADWG ToR, to ensure achievement of activities remains on track. Raise any delays or deviations with the ADWG co-chairs.
∎ Provide secretarial support to the chair in convening meetings and preparing agenda, action points and minutes.
∎ Ensure adequate engagement of members, including through periodic visits and/or bilateral meetings.
∎ Support the ADWG members to communicate and share ideas, experiences and learnings both internally and with different sectors and Working Groups.
∎ Contribute to resource mobilization efforts among the members of the ADWG, including for identification of needs and analysis of gaps to contribute to coordinated advocacy on behalf of members and affected populations with the PWG and any other relevant Working Groups and stakeholders.
∎ Write regular reports and other documents needed to meet the deliverable and reporting commitments of the project.
∎ Responsible for management of assigned donor contracts within the portfolio, including ensuring quality and timely reporting to donors and other liaison as needed.
∎ Actively solicit and support involvement from organizations of persons with disabilities (OPDs) and older persons' associations (OPAs) in the ADWG and humanitarian coordination system.
∎ Take proactive responsibility for staying informed about developments and good practice in disability inclusion and mainstreaming. Closely monitor the local context and provide co-chairs with updates on contextual changes to promote informed decision making.
∎ Undertake any other tasks or responsibilities as requested by CBM's Humanitarian Disability Inclusion Advisor and other ADWG members
Additional Requirements:
∎ Strong working knowledge of the humanitarian coordination system and humanitarian architecture and experience working with partners and other international stakeholders (UN, INGOs) essential.
∎ Protection background including experience in inclusion of at risk groups ideally in humanitarian context- persons with disabilities, women, children, and older people desirable.
∎ Knowledge / understanding on the rights and associated inclusion standards of persons with disabilities, older people or other at risk groups and their challenges in humanitarian/development context highly desirable.
∎ Excellent interpersonal communication and coordination skills. Previous experience in a coordination role involving multiple stakeholders highly desirable.
∎ Fluent in spoken and written English and Bangla. Ability to prepare quality reports and presentations for a range of key audience.
∎ Strong organizations skills. Ability to prioritize tasks and manage workload under pressure.
∎ Experience in an advocacy or technical support position highly desirable.
