Job Responsibilities:
∎ Contracts Administration and Management: Manage and administer the full life-cycle of the procurement and contracts processes. Oversees timely and responsive contract management for all suppliers, vendors and consultant, creation of purchase requisitions as required. Draft complex legally binding contracts, agreements or instruments such as non-disclosure, teaming and lease agreements, purchase orders, contracts and subcontracts utilizing both custom and standard terms and conditions.
∎ Organizational Compliance: Oversees organizational compliance including review of contracts (both consultant and individual/ firm). This also includes maintaining and facilitating compliance with Pathfinder procurement policies and procedures.
∎ Tracking and Delivery: Ensures smooth operations of all activities by coordinating with consultants, venues, caterers, suppliers, and activity-specific logisticians. Ensures timely tracking and delivery of supplies and equipment to the specified locations or relevant managers, and proactively liaises with relevant managers to clarify relevant specifications.
∎ Payment Processing: Ensure preparation and follow-up payment requests for goods and services in a timely manner in accordance with existing Pathfinder policies and guidelines.
∎ Purchase Orders: Purchases goods and services, analyzes purchase requisitions; creates new and updates existing bid specifications. Establishes and maintains blanket purchase orders.
∎ Bid Proposals: Drafts and evaluates bid proposals. Solicits and negotiates competitive pricing from vendors and makes recommendations for issuance of purchase orders and waivers of advertising.
∎ Vendor Management: Maintains a data base of vendors, conducts analyses of equipment usage and services; investigates and resolves complex problems associated with outside vendor documentation to process purchase orders, waivers, and payments.
∎ Procurement Reports: Prepares and submits procurement reports in agreed format and timeframe.
∎ Due Diligence Processes and Procedures: Lead the Development, update, and implementation of due diligence policies and procedures. Assist staff in negotiating contract terms and conditions ensuring that they are as favorable to Pathfinder's business interests as possible, minimize risk and are in compliance with applicable laws, regulations, policies and procedures.
∎ Procurement Process Management: Ensures all procurement management and ensures compliance with Pathfinder policy and funder regulations, including requests for quotes/proposals, negotiating rates, reviewing proposals and vendor selection, ensuring vendor vetting, and preparing vendor contracts.
∎ Supplier Performance Monitoring: Monitors supplier performance, works with suppliers on issues management and changes suppliers as required.
∎ Project Management and Participation: Leads, manages or participates in cross-functional project teams.

Additional Requirements:
∎ 6-7 years of combined relevant contract/grants management and procurement experience of which at least 4 years' experience working with USAID Project in Bangladesh.
∎ Must have training related to USAID Contracts/Grants, Procurement rules and regulations from relevant reputed organizations
∎ USG Rules and Regulations: Mastery of knowledge in USG rules and regulations, specifically USAID, and State Department
∎ Procurement Management Principles, Processes and Practices: Advanced knowledge of supplier management, RFQ, and cost saving initiatives.
∎ Negotiation Skills: Mastery of negotiation skills, including the ability to negotiate effectively, make sound decisions, and apply creative problem solving.
∎ Contract Management: Ability to manage the administration of grants and contracts.
∎ Policies and Procedures: Proven ability to formulate and implement policies, controls, and procedures.
∎ Reports: Proven ability to frequently prepare reports and logs.
∎ Change Leadership: Proven ability lead change and to remain flexible to ever-changing environments while adapting well to different situations.
∎ Due Diligence Process and Procedures: Ability to develop, implement and maintain due diligence process and procedures.
∎ Knowledge of Local Rules: Must be familiar with USAID VAT Coupon use and Bangladesh Government VAT and TAX regulations.
∎ High Ethical Standard: Must be able to recognize and avoid conflict of interest in compliance with Pathfinder's requirement.
∎ Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of programs, including program strategies and indicators.
∎ Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
∎ Multi-tasking Skills: Proven ability to manage multiple initiatives at the same time.
∎ Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-pace environment.
∎ Languages: Proven writing and speaking skills using English language.
∎ Communication and Influencing Skills: Proven ability to influence others at all levels in the organization through diplomacy and proven oral and written communication skills. Proven ability to develop and maintain supplier relations.
∎ Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook. Advanced knowledge of procurement software.
∎ Matrix Management: Ability to thrive in a matrixed organization.
∎ Confidentiality: Ability to maintain confidential on work-related matters.
∎ Travel will be required in the Project Work Areas. Must agree to travel by public transportation.
