Job Context:
∎ • Light House is national level organization working in 37 districts to serves the socially and economically less privileged people in Bangladesh, who are deprived of quality health care facilities in teams of both general and reproductive health, nutrition and income generating opportunities, and equitable access to justice; and are vulnerable to climate change effects.
∎ • Female sex workers, transgender and gender diverse populations, referred to as Key Populations (KPs), may face violence due to the stigma associated with sex work, which in is criminalized, or due to discrimination based on gender, or other factors. Most violence against sex workers is a manifestation of gender inequality and discrimination directed at women, or at transgender who do not conform to gender and heterosexual norms. Sex workers may also be made more vulnerable to violence through their working conditions or by compromised access to services. Some may have little control over the conditions of sexual transactions, e.g. fees, clients, types of sexual services, etc. The violence against these key populations might have increased during the COVID-19 pandemic, during which almost all the female sex workers, hijras and gender diverse populations experienced decrease in income due to reduced number of clients and other ways of income. Since the starting of COVID-19 pandemic when all the brothels were closed by the government, the whole country was under lockdown for several times, people were forced to stay home, these socially excluded poor population were struggling for food, shelter, livelihood and experienced various forms of GBV which made the situation worst. Light House has been contracted by UNFPA and UNAIDS to ensure integrated sexual reproductive health and rights (SRHR) of the brothel based female sex workers and given an assignment to measure the magnitude of gender-based violence among the female sex workers and transgender during the COVID-19 pandemic.

Job Responsibilities:
∎ • Conduct a study among the street and brothel based female sex workers, transgender/hijra and gender diverse populations to understand the nature and consequences of GBV they experienced during COVID-19 pandemic, to inform HIV policies and programming and to help protect human rights of key population.
∎ • Desk/literature review for secondary data, incidence and prevalence of gender-based violence especially among the key populations
∎ • Meetings and discussions with relevant stakeholders including UNFPA, UNAIDS, Light House, Bandhu Social Welfare Society, Sex workers network, transgender network, AIDS STD Programme and other stakeholders
∎ • Development and finalization of methodology, sample size, area of study others
∎ • Data collection, processing, analysis and development of report
∎ • Sharing the draft report with UNFPA< UNAIDS, Light House, Bandhu in a small scale and receive feedback
∎ • Development of a policy brief based on the final report
∎ • Ensure deliverables in a timely manner which will include full study report (both soft and hard copies); A PowerPoint Presentation on the report (soft copy); policy brief (both soft and hard copies); few photographs of the study with consent.
∎ Special Note: •Experience Requirement- Firm/organization experienced in the field of HIV prevention and SRH program
∎ • Firm/organization experienced in working with the female sex workers and transgender preferably In conducting national size estimation, behavioral survey, etc.

∎ • Relevant discipline: Registered in Bangladesh
∎ • More than 20 years of experience working with designing and implementing research/study in the Bangladeshi context along with extensive experience in the developments of tools and methodologies
∎ • Experience with protection services, gender-based violence and working with key population will be an added advantage
