Educational Requirements:
∎ Bachelor’s degree in linked with position or similar

Experience Requirements:
∎ At least 2 year(s)

Job Responsibilities:
∎ Support for the Project SOP is followed and implemented.
∎ Ensure cash distribution plans to Finance Manager to be reviewed and to be submitted to the payment institutions such as Banks, Postal Office, Mobile Banking, etc.
∎ Support to ensure all expenditure based on approved budget
∎ Ensured Limited Risk in integrated Audit.
∎ Support Internal, External, Donner & Govt. Audit team and provide document based on requirements.
∎ All voucher and supporting document check as per policy before Payment.
∎ Prepare and file all the payment vouchers, distribution plan, work order, distribution certification, muster roll, final distribution list, and reconciliation in an orderly manner to allow for easy access during financial reviews, spot checks, expense verification exercises, and audits.
∎ Support for Develop cash distribution plan of Project
∎ Assist in money collection from bank and cooperate with finance people in cash carrying and distribution
∎ Plan and implement cash distribution activities in hard to get areas.
∎ Monitor the Financial service provider (FSP) in processing the disbursements
∎ Attend all relevant meetings
∎ Participate in various post distribution monitoring surveys
∎ Carry out the daily / weekly / monthly work plan as directed by the Project Manager and Finance officer
∎ Monitor and evaluate on going cash/voucher activities and report on unmet needs and gap.
∎ Ensure necessary muster roll and summary sheet
∎ Confirm distribution date and times to the respective staffs
∎ Represent World Vision towards local partners/local government bodies and community leaders during the distribution process and ensure, in collaboration with the Project Manager and coordination with other humanitarian partners
∎ Plan and implement Cash distributions in hard to get areas and dealing with FSPs.
∎ In liaison with the Finance department, make sure all transactions are sent to the BNFs Names reach the designated area of intervention on time.
∎ Ensure all protection concerns are met and dealt with during the distribution process including, but not limited to protection mainstreaming guidelines.
∎ Write clear reports to summarize the distribution activities undergone.
∎ Ensure beneficiaries are respected and cared for during distribution activities.
∎ Prioritize vulnerable cases during distribution and provide needed support
∎ Establish and maintain effective monitoring and evaluation systems for both internal and external use. Ensure filing adheres to internal protocols and is regularly maintained.
∎ Attend all relevant meetings when requested.
∎ Participate in various Post Distribution Monitoring surveys.
∎ Carry out the monthly cash distribution plan as directed by the Project Manager.
∎ Participate in assessments, selection and training to volunteers and distribution workers.
∎ Support for reconciliation conducted on time so that there are no delays or unnecessary rush to complete distributions,
∎ Ensure adequate representation of World Vision and FSP personnel during the cash distributions process to minimize disputes fraud and errors,
∎ Support for well documented and the necessary documents retained in accordance with government, donor, and World Vision regulations.
∎ Are conducted in close coordination with security teams to minimize instances of theft, loss of cash, disruption of distribution
∎ 100% Ensure reviewed the final distribution list and signed distribution certificate received from the project team, perform arithmetic and consistency checks, and propose an expense recognition journal.
∎ 100% Ensure case balance due from the FSP, the same must be refunded either as cash or via bank transfer.
∎ Support for banking and cash disbursements are taking place with adequate safety, security and controls
∎ Ensure 100% present in place no cash distribution.

Additional Requirements:
∎ Understand development Financial issues
∎ 1 years of NGO/UN Emergency response experience in a similar position.
∎ Basic knowledge and skills in accounting
∎ Ability to work in a multicultural context as a flexible and respectful team player.
∎ Understanding of gender, protection and human rights
∎ Good time management and organizational skills

Salary: Negotiable
