∎ Project Background
∎ Rights Jessore is a leading human rights organization in Bangladesh dedicated to protection and promotion of human rights, prevention of human trafficking and providing service to the victims of human trafficking. Since 1991, Rights Jessore has been working for providing supports to victim rescue, repatriation, reintegration and rehabilitation.
∎ "ASHSHASH (Phase-II) is a project of WINROCK International which is implemented by Rights Jessore through a partnership agreement. The Ashshash (Phase-II) is funded by the Embassy of Switzerland in Bangladesh through WINROCK International. The main objective of the project is to ensure that "women and men who have escaped trafficking will restore their dignity and well-being and become self-sufficient". The survivors will be provided psychosocial counselling support along with other social services and facilitated opportunities for skill-development and entrepreneurship training. Upon completion of the training survivors will be placed in either wage-based and or self-employment. Furthermore, Ashshash will reach people in the project`s working areas; either directly or indirectly, through awareness-raising activities on factors that make people vulnerable to human trafficking, and to ensure the prevention of human trafficking. The four-year-long second phase of Ashshash will provide comprehensive and personalized packages of service-provision to the survivors of human trafficking in Bangladesh. The project will be implemented in ten of the most trafficking-prone areas across the country.
∎ Rights Jessore is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for the different position for ASHSHASH Phase-II project for Jashore district. In this regard, Rights Jessore invites application for a Case Manager, Economic Development for Jashore district.
∎ Position Summary of Case Manager, Economic Development
∎ Rights Jessore will recruit one Case Manager, Economic Development (CM-ED) for Jashore district and the position will lead and implement the overall activities related to economic empowerment services for trafficking survivors under the direct oversight of Sustainable Reintegration Partner (SRP) across the working district of Ashshash project. This includes, but not necessarily limited to, working with the team of SRPs to deliver comprehensive career counselling, soft skills, skills development, entrepreneurship training, assessment, certification, employment including Wage and Self with follow-up support. The CM will also maintain records, contribute to monitoring and evaluation as well as adhere to donor policies and procedures. The CM-ED will supervise Technical Expert-Wage Employment and Technical Expert-Self Employment of the project. The details of the position including job responsibilities, educational qualification and other qualities/competency required for the above position are given below:
∎ Position reports to Project Manager, Ashshash II, finally Director Program of Rights Jessore

Job Responsibilities:
∎ Demonstrate complete understanding on the factors and criteria (within local contexts and as per WI's guideline) based on which potential human trafficking survivors will be identified and enrolled with the project;
∎ Ensure timely and high-quality implementation of economic empowerment activities according to the approved document and plan;
∎ Ensure comprehensive career counselling session to each survivor with the support of social services team to develop their economic empowerment plan;
∎ Identify the appropriate skills development program and approaches of skills training based on the local context and needs of the survivors;
∎ Ensure wage-based employment of each skilled graduate survivor with the support of private sector companies in district or national job markets;
∎ Ensure entrepreneurship development training to the interested survivors with necessary Business Development Services (BDS) to develop sustainable enterprise;
∎ Ensure 6-month follow-up support to each employed survivor to retain in the job through counselling, guidance, coaching, etc.;
∎ Engage with the employers, sector experts, financial institutions and other private sector stakeholders to devise and facilitate the execution of training and employment in line with program goals;
∎ Demonstrate knowledge and understanding to develop the capacities of local institutions that will provide direct and indirect support-services to the survivors, if need be;
∎ Identify and map opportunities for other forms of income-generation within the working areas, based on the contexts/demands of the areas, and skillsets and qualifications of the survivors;
∎ Demonstrate sensitivity towards the survivor's trafficking contexts, gender-specific issues, and residual trauma, when communicating with the survivors;
∎ Demonstrate the ability to develop close interpersonal relationships with each survivor, in a case-sensitive manner;
∎ Demonstrate the ability to uphold Winrock International's 'Code of Conduct' and 'Do No Harm' policy, whilst working directly with the survivors to ensure their successful reintegration;
∎ Demonstrate the ability to uphold confidentiality of information when working with each survivor;
∎ Ability to support the SRPs and WI Ashshash's program teams with detailed information on each survivor, their contexts, and preferences;
∎ Ability to maintain detailed case-systems for each survivor (i.e. case studies) to make and publish reports, and support the WI program teams with prompt assessment of survivors' contexts;
∎ Provide support to ensure baseline, mid-line, and final evaluations are conducted accurately, considering Winrock International's and the donor's requirements; and
∎ Other duties, as assigned by the organization.

Additional Requirements:
∎ Age at most 45 years
∎ Age at most 45 years (Flexible for highly experienced candidates)
∎ Minimum four (4) years of practical experiences in managing economic empowerment program through a dedicated system, for vulnerable groups/communities at grassroots-levels.
∎ Knowledge on case management or management systems from donor-centric organizations will be an added preference.
∎ Knowledge on Monitoring and Evaluation frameworks from donor-centric organizations will be an added preference.
∎ Experience with detailed case management systems and reintegration services for human trafficking survivors, or vulnerable and at-risk groups through vocational skills, entrepreneurship development training, wage and self-employment;
∎ Experience with the detailed documentation of providing social and economic support-services to trafficking survivors or vulnerable and at-risk groups, and detailed reporting mechanisms.
∎ Knowledge on case management or management systems from donor-centric organizations will be an added preference;
∎ Knowledge on Monitoring and Evaluation frameworks from donor-centric organizations will be an added preference;
∎ Demonstrate positive attitude and sensitivity to support vulnerable and at-risk groups, and communities;
∎ Strong understanding of gender and diversity issues;
∎ Demonstrate strong interpersonal communication skills; and
∎ Basic computer proficiency: i.e. MS Office, database management, coordination via email, project-specific management information systems, etc.

Salary:
∎ Monthly gross salary BDT 35,000 with other admissible benefits as per project support.
