Job Context:
∎ Policy LINK in Bangladesh is looking for an Finance & Operations Director. Early applications are encouraged, as applications received will be reviewed on a rolling basis.
∎ DAI Policy LINK will implement a five-year USAID Feed the Future Bangladesh Agricultural Policy Activity?(the Activity) with the goal of "strengthening the capacities of Bangladesh`s key agricultural actors and institutions, improving the policy environment and cultivating the policy-making processes that will enable inclusive and sustainable agriculture-led economic growth, strengthen resilience among people and systems, and create a well-nourished population, especially women and children".?
∎ Launched in fall 2020, the Activity is focused on addressing the following interrelated objectives:
∎ 1. Enhance Food Security Leadership and Management Capabilities;
∎ 2. Strengthened Communication, Coordination, and Cooperation for More Effective Policy Implementation;
∎ 3. Increased Influence of Local Actors and Communities to Affect Food Security Policy and Governance Decisions; and
∎ 4. Increase Excellence and Collaboration in Participatory Policy Learning and Knowledge Sharing Practices.
∎ The Activity builds on 10?years of policy formulation, analysis, and national level dialogue?implemented by the International Food Policy Research Institute (IFPRI). It will strengthen capacity and participation of?a more diverse set of agricultural stakeholders?and institutions in Bangladesh, contributing to improved governance, greater private sector engagement, trade and competitiveness, and market system linkages, consistent with the Indo-Pacific Vision (IPV).
∎ The Activity will employ a?collaborative governance approach?to leverage the resources of Bangladesh`s committed public and private institutions as they seek to address both development challenges and ongoing crises.?Using tested tools and approaches, the Activity will build a shared understanding and commitment among stakeholders as a foundation for collaborative action.?To implement this collaborative governance approach, the Activity will?also?apply a?facilitative leadership approach?in which the facilitator-the Bangladesh Agricultural Policy Activity team-helps stakeholders identify and work toward a common purpose, ensures all partners contribute to and have ownership of the activity, and develops and maintains open lines of communications. Specifically, the Activity will identify and strengthen the capacity of a diverse set of key agriculture actors and institutions in the policy and regulatory processes around four key pillar areas, namely the?seed?sector,?food?safety,?social safety net system, and?nutrition. Inclusion of a more diverse set of agricultural stakeholders will not only improve the efficacy of the entire policy process, but also strengthen stakeholder investment.
∎ The Agricultural Policy Activity will establish a main office in Dhaka and four regional offices in the USAID Feed the Future Zone of Influence (ZOI) and Zone of Resilience (ZOR). This operating model will maximize engagement with a diverse set of key agricultural stakeholders and institutions at the national, regional, and community levels.

Job Responsibilities:
∎ Position Objectives
∎ The Finance & Operations Director will monitor finance, administrative, procurement, logistics, and human resources functions for Policy LINK's Bangladesh office, ensuring smooth and effective operational support for technical activities. S/he will promote strong collaboration between technical and operations staff, as well as with remotely based members of the broader Policy LINK team in Kenya, the United States, and elsewhere.

∎ S/he will continually reinforce Policy LINK's agreed-upon core purpose and principles, and ensure all decision-making is rooted in those purpose and principles. S/he will contribute to foster a learning environment in which personal and team growth is supported, with a shared understanding that the "team" always comes before the "individual."

∎ Responsibilities
∎ The Finance & Operations Director will be responsible and required to proactively engage in the following:

∎ Quality Assurance and Compliance:
∎ Serve as the Bangladesh Country Lead's advisor on compliance, finance and administrative issues with USAID and local government officials and service providers.
∎ Ensure that strong relationships are established with service providers in Bangladesh.
∎ Monitor finance, administrative, procurement, logistics, and HR actions, assessing operational risks and proposing mitigation strategies.
∎ Ensure that the Bangladesh Agricultural Policy Activity is in compliance with USAID, local laws, and DAI/Policy LINK policies at all times
∎ Ensure that appropriate checks and balances (separation of duties) are maintained, and that staff carry out responsibilities in line with the latest Project Schedule of Authorities
∎ Ensure that financial transactions, including payroll and remittances to local authorities, are carried out and documented in compliance with DAI policies and procedures
∎ Review all biweekly field finance reports prepared by the Finance Specialist before they are submitted to the home office for approval
∎ Ensure that procurement of goods and services is carried out and documented in compliance with DAI policies and procedures
∎ Communicate regularly with operations colleagues in other Policy LINK offices to highlight challenges and propose solutions.

∎ Tools and Systems:
∎ Establish strong operating systems to guide Policy LINK operations in Bangladesh, and ensure they are adapted and maintained throughout the program period of performance.
∎ Highlight the need for any adjustments to the Bangladesh Field Operations Manual, TAMIS workflows, and other guidance documents
∎ Ensure that staff in the Bangladesh office follow best practices for file management across the areas of finance, administration, procurement, and HR
∎ Supervise the Finance Specialist to prepare monthly accruals, commitments, and projections for the Bangladesh office, to be integrated with project-wide budgeting exercises.
∎ Assist the Bangladesh team with budget and activity planning

∎ Personnel Management and Cross-team Coordination:
∎ Supervise the Grants & Procurement Manager, Finance Specialist, IT Manager, and Administrative & Logistics Officer by proactively addressing any concerns and supporting their professional growth.
∎ Ensure strong relationships are maintained between staff in the Bangladesh office.
∎ Monitor HR issues such as poor performance, employee dissatisfaction, or staff learning and professional development needs, escalating issues and suggesting solutions.
∎ Serve as a member of activity teams as needed and serve as a member of other temporary cross-project teams such as during startup and closedown.
∎ Contribute finance and operational inputs during activity workplanning exercises
∎ Communicate regularly with the home office Project Manager and Project Associate, Global Finance and Operations Manager, and other Policy LINK operations colleagues to promote smooth, effective project operations.
∎ Reporting
∎ The Finance & Operations Director will report to the Bangladesh Country Lead, with a dotted line of reporting to the Global Finance & Operations Manager. S/he will collaborate closely with other Policy LINK country operations teams.
∎ Supervisory Responsibilities
∎ The Finance & Operations Director will directly supervise the Grants & Procurement Manager, Finance Specialist, IT Manager, and Administrative & Logistics Officer.

Additional Requirements:

∎ Work Experience
∎ Minimum of ten years of experience in a management role, overseeing project finance and accounting for a multidimensional, multi-functional donor-funded project in a challenging environment.
∎ Experience in systems development and office administration.
∎ Direct programming and/or operational management experience supporting a USAID contract or cooperative agreement preferred.
∎ Demonstrated experience with financial management tasks such as developing/updating budget projections and using field accounting software.
∎ Demonstrated experience overseeing procurement of goods and services.
∎ Prior experience supervising staff.
∎ Good understanding of USAID policies and procedures.
∎ Good understanding of standard Microsoft Office programs such as Word, Excel, and Outlook as well as finance/accounting software used to track transactions.
∎ Ability to communicate/collaborate effectively across cultures, including with team members based in other countries.
∎ Critical thinker and self-starter, able to work with minimal supervision and within established deadlines.
∎ Willing to perform assigned and additional duties and work under unpredictable conditions.
∎ Strong systems and strategic thinking skills and ability to set up strong management systems, processes, and tools.
∎ Strong leadership and supervisory skills.
∎ Professional fluency in English and Bengali.
