Job Context:
∎ In August 2017, the largest influx of Rohingya refugees was recorded in Bangladesh with more than 700,000 individuals and families fleeing the persecutions in Myanmar. They joined the Rohingya community (of approximately 200,000 members) who had fled Myanmar from previous waves of violence and increased the total number of Rohingya refugees to almost one million within Cox`s Bazar district. The Rohingya community is totally dependent on humanitarian aid to meet their basic needs, particularly in the Nutrition, Food Security, Health and Shelter sectors. Hence the logistics sector (under which, the transport platform fall) is a key component of this chain to ensure a timely, proper and efficient delivery of this aid and all other essential services implemented by humanitarian partners. In 2018, an average of 144 NGOs were providing humanitarian assistance to the 34 Rohingya camps (of which, two are the big registered camps of Kutupalong and Nayapara). Through its brand of ATLAS logistique, HI is facilitating transport services to support other humanitarian actors in their interventions to ensure the quality of the transportation and the reduction of associated risks.
∎ Under the responsibility of the Atlas Manager/and Field Coordinator, the Atlas Transport Project Manager will provide day-to-day management of the logistics platform - Atlas transport - project ensuring the project activities are implemented in line with the agreed plan as well as approved donor proposal(s) and budget.
∎ Whilst there is an International Atlas Manager with the support of the Ukhiya Field Coordinator to ensure an oversight and technical support of the logistics platform - Atlas transport project, the National Project Manager will track the budget, manage the teams, ensure timely reporting and the day-to-day field operations. In addition, the Atlas Transport Project Manager will provide support to the Atlas Manager in the development of new funding and strategic documents i.e. proposals, donor reports, and partner communications.
∎ Contract Duration: Up to September 30, 2020

Job Responsibilities:
∎ 1. Project Design, Planning and Implementation
∎ In close collaboration with the line Manager, lead the development of annual, monthly and weekly activity plans (using the HI's PM-Box tool) ensuring that the proposed plans will contribute to achieving the proposed project results and intended impact.
∎ Oversee the day-to-day implementation of the field activities, ensuring they are conducted in line with agreed proposals and plans (quality and timely implementation).
∎ Ensuring that the project is implemented following internal quality standards and, proposing adjustments to meet determined objectives in collaboration with the line manager, MEAL and Technical unit.
∎ Prepare weekly movements plan for your project team and submit to the Logistic team on a timely basis.
∎ Ensure with support of the team that all the tools (e.g. Databases operational and administrative, Conveyor attendance sheet...) are functioning and up to date according to partner requests and supplier information (e.g. Quotations, legal documentation...)
∎ Ensure that the project team respond as effectively and efficiently as possible to transport requests from partners organizations
∎ Control and validate all documentation relating to activities to ensure donor compliance, i.e. contracts, Bid Analysis and CAs
∎ Control the proper archiving system of activity documentation
∎ Establish and follow the good training implementation plan for suppliers, conveyors and drivers '
∎ Continuously develop and improve management tools in order to make activities more effective, efficient including transparency of the transport platform processes.
∎ 2. Supply of Project Inputs and Budget Management
∎ In close collaboration with HI's Supply team, prepare the Supply Plan for project activities in line with the donor budget and activity plan(s).
∎ As budget holder, ensure that expenditures are in line with agreed project plans and budget and ensure that resources are optimally utilized
∎ Prepare necessary documents for the procurement and supply of the project inputs (eg. Supply Request) and ensure a close follow-up with the Supply team to contribute to a timely and quality delivery of the necessary items in line with the Supply plan
∎ Revise the monthly General Ledger (GL) and Budget Follow-up prepared by the Finance team and provide meaningful feedback (flagging misallocations and other potential mistakes) on a timely basis.
∎ Prepare the monthly Budget Follow-up meeting with the rapid presentation of the project achievements, challenges and provide a revised monthly budget forecast
∎ Oversee process and control conveyors monthly payments
∎ Ensure good communication with Finance team by updating and sharing the Finance tool timely on a weekly basis
∎ In collaboration with the Atlas Manager and Field Coordinator, ensure that the ATLAS adapted purchasing/procurement procedures are up to date, respected and that internal audit by the Logistics department is done monthly
∎ Project Monitoring and Reporting
∎ In close collaboration with the MEAL team, participate in the development of the project MEAL plan, ensuring that it is in line with the Donor reporting guidelines and Logframe.
∎ In close collaboration with the MEAL team, participate to the monitoring of the project results (reviewing data collection tools prepared by the MEAL team and analyzing the collected data) and adjust the project activities to achieve intended results/objectives.
∎ Contribute to qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan and technical guidelines.
∎ Participate in the Project Review meeting facilitated by the Field Coordinator and/or Atlas Manager leading to lessons learning and capitalization
∎ With the project teams, archive and input data, recordings and documents relating to the project's activity;
∎ Participate in the development of donor intermediate and final reporting
∎ Participate in the development of the donor proposal for new projects
∎ Produce regular activity reports and share with line-manager and if required with the technical referent at HQ
∎ Team Management
∎ In close collaboration with the HR team, participate in the recruitment of the Project staff members through the preparation of the necessary documentation (JD, JR, etc,), a close follow-up of the recruitment process and active participation in the recruitment panels.
∎ Under the supervision of the Atlas Manager/ and or the Field Coordinator, ensure that the work in the project team is well planned and divided amongst the project team so that the programme achieves its objectives and ensure that each member of the team has appropriate workloads and working efficiently.
∎ Ensure that performance management i.e. objectives and Individual action plans are set with each individual staff directly line managed at the beginning of their contracts (engagements with HI).
∎ Ensure that formal appraisals and feedback are provided to the staff directly line managed according to HR policy
∎ Develop a capacity building plan of the staffs, in close collaboration with the MEAL Manager and the Technical Unit
∎ Ensure the team respects and compliant to HI policies and protection guidelines when engaging with partners, beneficiaries, especially with children, adolescent and women, in line with HI and donor PSEAH, Child Protection and other relevant policies mainly the Code of Conduct.
∎ Ensure the respect of the working hours of HI by the team and the accuracy of the monthly submissions of the timesheets.
∎ Ensure that conveyors respect HI policies and protection guidelines, and facilitate their capacity building related to these policies and code of conduct
∎ 3. Internal and External coordination/Representation
∎ Participate to any relevant internal coordination meetings with the Technical Unit, other project teams and support teams (such as base coordination meetings)
∎ Ensure proper communication/coordination/information with team members, team leaders, other project managers, and with other departments
∎ Communicate with authorities, partners and other stakeholders on the project activities, in close link with his/her line manager
∎ Under delegation of his/her line manager, represents the organization towards relevant authorities and coordination mechanisms
∎ Organize regular meetings with partners, suppliers and conveyors
∎ Participate in the Logistics Sector meetings every two weeks and/or ensure that a member of Atlas team is present and communicate the outcome of such meetings to the line manager as soon as possible
∎ 4. Safety and security
∎ Timely reporting incidents and dissemination of security-related information to Field Coordinator
∎ Contribute to the compliance and respect of HI security rules
∎ Contribute to the dissemination of security policies to the team, partners and conveyors.

Additional Requirements:

∎ KNOWLEDGE & EXPERIENCE REQUIRED
∎ ESSENTIAL
∎ At least 4 years of work experience
∎ Previous INGO experience
∎ Budget management and report writing experience
∎ Excellent facilitation skills (facilitation of training, awareness session, communication with the community)
∎ DESIRABLE
∎ Two years' experience in freight transport sector
∎ Three years of Budget management
∎ Three years' experience in report writing
∎ Ability to meet tight deadlines and working under extreme pressure (heavy workload on occasion, temporary deterioration in the security situation)
