Responsibilities & Context:

∎ Process vendor payments
∎ Maintain petty cash as per organisation policy. Conduct daily cash counting and reconciliation. Ensure program advances are timely disbursed and adjusted as per organisation policy.
∎ Maintain the list of Community Mobiliser for sending to central team for disbursement salary and provide logistics as needed.
∎ Operate accounting software, Tally and provide financial reports as applicable.
∎ Assist the Manager Finance and Admin to analyse and reconcile bank statements monthly- Manage day to day banking activities,
∎ Ensure payments of taxes into government treasury as per the GOB stipulated timeline.
∎ Assist Manager Finance and Admin to collect receivables from FIVDB employees in a timely manner, if applicable.
∎ Assist Manager Finance and Admin to prepare VAT report
∎ Assist Manager Finance and Admin closing the month and year-end financial reports
∎ Provide support during audits.

∎ INTRODUCTION:
∎ Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.
∎ In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts.
∎ ROLE
∎ The Assistant Officer, Finance and Administration will report to the Manager Finance & Administration and will oversee day to day finance functions including treasury functions. He/ She will enter accurate, complete and reliable financial information into the finance software, Tally. She/he will follow HICRA’s financial practices and processes which will include maintaining and also overseeing cash flow. The candidate will assist their supervisor to ensure compliance with USAID HICRA and FIVDB accounting policy, donor requirements and generally accepted accounting.
