Educational Requirements:

Job Responsibilities:
∎ Assist for processing payments in the form of checks or electronic transfer in compliance with WVB policies and procedures with full assurance of compliance of financial accountability and WVI financial standards.
∎ Assist to ensure compliance of law of the land with regards to deduction and deposit of TDS and VAT management.
∎ Assist to ensure establishment of internal control in every financial dealing.
∎ Systematic filing of all vouchers, Tax & VAT challans and other relevant documents in the store on a monthly basis.
∎ Ensure that all payment requests are substantiated with adequate supporting documents.
∎ Payment request (supporting documents) are reviewed in accordance with the WV Financial policy and procedures within two days from the date of receipt.
∎ Ensure review that all transactions are classified into appropriate accounting and transaction codes.
∎ Ensure all the payments are budgeted in donor budget line item as well as obtained approval from NGOAB.
∎ Ensure deduction of applicable VAT and TDS through tracking individual vendor VAT & TDS to ensure appropriate slab.
∎ Prepare Tax/VAT certificate for the vendors and provide them as per request.
∎ Collect up-to-date Tax/VAT information from the NBR, especially after budget declaration each year and follow accordingly.
∎ All vouchers and financial documents are sequentially filed at least at the end of each month.
∎ Ensure filing of vouchers and other financial documents in the store following standard procedures and provide on demand by auditor or by Finance staff.
∎ Ensure voucher record sheet and other documents such as TDS or VAT challans are properly maintained.
∎ Disburse petty cash, prepare petty cash summary and replenish the fund before exhausting of the entire fund.
∎ Post all the hold transaction of Response Office into SunSystems regular basis.
∎ Payment Run (PYR) in SunSystems to process Accounts Payable (APs) regularly.
∎ Issue check or initiate online electronic payment through S2B with correct vendor’s/employee’s bank information.
∎ Monitor the withheld security and earnest money of vendors.
∎ Analyze withheld TDS & VAT and ensure deposit to the Government Treasury as per the Govt. rules.
∎ Scrutinize all other payables and make sure that all payables are paid within the stipulated time.
∎ Check Employee Expense report (local and overseas) and smoothly settlement of various expenses relating to employee advance within the time frame.
∎ Maintain and monitor the employee advance tracking to ensure timely settlement.
∎ Review all advance payments and ensure that no new advance is processed before retirement of old advance.
∎ Ensure that all receivables are timely collected/adjusted.
∎ Read and understand FM, specially the relevant sections on payment, policy and compliance.
∎ Read and understand WVB policies, specially procurement (SCM) policy, staff policy, travel policy etc.
∎ Demonstrating and understanding of commitment World Vision’s core values in the approach to work and relationship.
∎ Make relationship with team members to work on participatory approach.
∎ Work and life balance.
∎ Current career plan that is consistent with World Vision and Response Strategic goal.
Additional Requirements:
∎ Understanding of development issues
∎ Basic knowledge and skills in accounting
∎ Good time management and organizational skills
∎ Ability to speak and write reports in English
∎ Competent in the use of computer
∎ Minimum 1-year experience in accounting.
∎ Should live in the working area and 10% fieldwork is expected.
∎ Ready to accept the challenge and ability to work under stressful situation
∎ This role will work directly with Manager and Sector staff.
