Educational Requirements:
∎ Master’s degree in Economics, Business Administration, Development Studies, Social Science, or relevant fields experience;

Job Context:
∎ Remittances of Bangladeshi migrant workers are an important economic factor and have played a significant role in transforming the rural economy and contributing to poverty reduction in Bangladesh. The proposed new project (subject to approval by SDC upon submission of Project Document) is 4 years long phase and its objectives are to a) support migrant workers and their families in making informed decisions on how to use and invest their remittances sustainably, and b) address policy gaps and support financial institutions to develop targeted services for the migrant workers and their families. The Project applies systemic approach and therefore aims at systemic changes that are sustainable and socially inclusive. The project will implement through consortium with related public and private sector organisations involved with financial sector.
∎ The recruitment is subject to approval of Helvetas proposal and for this project we are looking for Advocacy Expert.

Job Responsibilities:
∎ Overall lead and coordination of activities related to the achievement of Outcome 3 of the Shafal programme, in close coordination with the Team Leader and other component experts
∎ Establish rapport and maintain coordination with the key institutions of GoB (including MoEWOE, PKB, MoF, FID, Bangladesh Bank, etc.) and establish formal MoUs as and where required
∎ Strategically lead and develop the advocacy agenda of Shafal, in close coordination with implementing partners and based on the political economy and power analysis (PEPA) conducted in the inception phase
∎ Lead the multi-stakeholder consultative process promoting and advancing Shafal's advocacy agenda
∎ Liaise with synergy projects, such as SIMS, Reintegration of Migrant Workers in Bangladesh, Ashshash, B-SkillFUL, B-Riddhi, etc.
∎ Supports a human-rights based and migrant-centred approach in the Shafal project
∎ Closely liaise with SIMS project for joint advocacy through the Obhibhashir Adalot TV Show
∎ Develop the capacity of private sector and civil society stakeholders to engage in evidence-based advocacy, following a well-defined advocacy strategy
∎ Advise and support the component Managers to adopt a migrant-centered approach, taking into consideration the special needs of the migrant workers and their families
∎ Develop concepts, strategies and approaches for Shafal’s gender and social equity transformation agenda
∎ Provide technical backstopping and supervision to subcontractors in the respective fields of work
∎ Liaises with experts on climate change mainstreaming and ensures climate smart interventions of Shafal

Additional Requirements:
∎ 8 years of experience in the field of advocacy, policy dialogue with Bangladesh Bank, Government agencies and civil society;
∎ Preferred knowledge & experience of the remittance management context in Bangladesh including relevant Government and non-government actors such as the Ministry of Expatriates’ Welfare and Overseas Employment, Ministry of Finance, Ministry of Foreign Affairs, Bangladesh Bank;
∎ Successful (result-driven) networking record with national and international NGOs, Government and private sector.
∎ Strong network with regional or international labour migration, remittance management and financial inclusion stakeholders is an asset;
∎ Proven track record on execution of partnerships, synergies and coordination (financial or otherwise) with one complementary programme/project implemented by different team within the same organisation;
∎ Experience of working in fragile context,
∎ Demonstrate high-level technical, analytical, and interpersonal skills;
∎ Fluent in English both written and spoken.
∎ Experience in strategic project planning, design and implementation;
∎ Experience in coaching and capacity building of staff and partners;
∎ Proven experience to work with the multisectoral partner, sub-contracts and consultant etc.
