Education:
  • Master of Business Management (MBM) or Master of Accounting or Business Administration major in accounting with at least 3 years working experience in Finance Officer in Un/INGO/NGOs.

Experience & technical skills:    

  • Sound knowledge on using different software related to data entry.

  • Should be a teammate with excellent interpersonal skills and ability to work under pressure.    

  • Self-motivated, independent of the ability to perform multi-task.

  • Sound knowledge of essential software like MS Word and MS Excel related to data entry.

Responsibilities & Context:

This is a project-based position. The Accountant is responsible for supporting the smooth implementation of the project activities. The position holder is responsible for financial management and control of FiLEP project. He is also responsible for maintaining Admin support for the project.

Job Responsibilities:

Financial Management :

  • Preparing financial planning, financial procedures, Procurement Plan (PP) with the assistance of PC and Program team to smoothly implement the project activities in time.

  • Orient the staff on the different policies of Mukti Cox’s Bazar and ensure that policies are executed properly and implement financial policies to guarantee operational efficiency.

  • Preparation and planning of budgets and assist PC and program team to prepare activity wise working budget.

  • Maintain records and receipts for all daily transactions.

  • Ensure financial records are kept up to date with the latest transactions and changes and preserve all documents properly.

  • Facilitate and contribute to financial audits internal and external.

  • Prepare all kinds of vouchers, cash books, ledger books, balance sheets and invoices.

  • Record accounts payable and accounts receivable. Update internal systems with financial data. Reconcile bank statements. Track bank deposits and payments. Ensure that donor rules and regulations are adhered to in finance management.

  • Prepare the Cash forecast with the support of program team.

  • Maintain different registers like stock registers, fixed asset registers ensuring identification leveling.

  • Provide the accounting of the project office and program: Complete the cash / Bank book daily, provide the monthly accounting closure performing monthly cash inventory and bank reconciliation.

  • Prepare, manage, and follow up the project budgets, financial proposals, financial reports, and prepare fund requests for donors.

  • Follow the necessary accounting, documentation and reporting procedures required for the purchase of items based on purchases/procurement procedure.

  • Ensure adequate funds/cash held in programme for planned activities.

  • Prepare different financial reports like monthly, quarterly, annual and expenditure list and submit to donors through the proper channel.

    Administration:

  • Prepare and preserve staff and Volunteers personal file and update regularly.

  • Prepare and maintain leave register for staff and update regularly.

  • Receive leave application from staff and Volunteers, mention the leave status and preserve the leave application with approval of the line management.

  • Support with Project Coordinator to staff appraisal procedure.

  • Visit and monitor program activities and field level activities.

    Other duties:

  • Proper planning for all procurement and ensure procurement in time of all items to timely implement of project activities.

  • Ensure a competitive and transparent process throughout the procurement cycle in compliance with the rules and regulations of Mukti Cox’s Bazar procedures and manage all procurement files as per good procurement procedures.

  • Record and update the list/inventory of office equipment and other assets.

  • Control the stock of materials and office supplies.

  • Collect weekly, monthly, and quarterly transport and Procurement plan from the program team and organize it in time through proper procedures.

  • All types of HR related duties.

  • Any other duties as per project and organization requirement.

  • Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
