EXPIRIENCE: • Minimum 1 years of relevant work experience in a similar field such as community services, healthcare support, or humanitarian settings. Previous experience in NGOs or INGOs will be an added advantage.

• Previous experience in community work, crowd management, or support roles is preferred. However, fresh candidates with good communication and interpersonal skills may also be considered.

SKILLS: • Good communication and interpersonal skills with the ability to interact respectfully with patients and visitors.

• Ability to organize queues and manage crowd flow effectively within the facility.

• Basic organizational skills and the ability to prioritize tasks in a busy work environment.

• Ability to work under pressure and remain calm in emergency situations.

• Basic literacy and numeracy skills.

Reporting To: Hierarchical: Admin Officer (TBD)

Functional: Cox’s bazar project officer (Hamidul Islam)

JOB SUMMARY: The Worker (Line man / Flow supervisor / Crowd control) is responsible for managing patient flow and maintaining order within the health facility to ensure smooth and efficient service delivery. The role involves guiding patients through different service points, organizing waiting areas, and prioritizing vulnerable groups such as elderly individuals, pregnant women, and persons with disabilities.

The Line Man supports healthcare staff by coordinating patient movement, reducing overcrowding, and ensuring adherence to safety and protection standards. He assists in communication between patients and medical teams, provides basic information, and ensures that services are delivered in a respectful and organized manner.

Additionally, the role contributes to maintaining a clean, safe, and structured environment, while supporting emergency cases, crowd control, and overall clinic operations in line with organizational policies and humanitarian standards.

GENERAL RESPONSIBILITIES:

Objective 1: Manage patient flow and ensure organized service delivery within the facility.

• Organize patient queues and ensure orderly movement within the health center.

• Guide patients to the appropriate service points (registration, consultation, pharmacy, etc.).

• Provide basic information to patients regarding available services.

• Prioritize vulnerable individuals (elderly, pregnant women, persons with disabilities).

Objective 2: Support healthcare staff in maintaining efficient operations.

• Assist medical and administrative staff in organizing patient flow within the health facility.

• Help reduce overcrowding inside the facility.

• Support emergency cases through rapid coordination and crowd control.

• Ensure clear and effective communication between patients and staff when needed.

Objective 3: Maintain safety, cleanliness, and discipline within the facility.

• Ensure waiting areas remain clean, safe, and well-organized.

• Monitor patient behavior and prevent conflicts or disorder.

• Follow infection prevention and control (IPC) measures within the facility.

• Report any safety risks or incidents to supervisors.

Objective 4: To ensure employees adhere to ethical standards, organizational policies, and legal requirements while always maintaining integrity and professional conduct.

Objective 5: Ensure the implementation of Qatar Charity’s safeguarding standards, including PSEA and GBV prevention, across all project activities to maintain a safe and accountable environment.

• Implement and monitor safeguarding measures, ensuring compliance with Qatar Charity’s PSEA and GBV policies throughout the project lifecycle.

• Abide by QC’s Child Protection and Safeguarding related policies to keep children and young people safe and to respond to concerns about a child's safety or wellbeing.

• Establish and maintain confidential, accessible reporting channels for safeguarding concerns and ensure timely response and escalation.

• Collaborate with HR and relevant departments to integrate safeguarding into field activities.

• Ensure risk assessments include safeguarding considerations and mitigation strategies for all project activities.
