Job Context:
∎ Project Brief: The ‘JP Skills Development CXB-BC’ is a multi-year skills development project in the refugee camps of Cox`s Bazar. The project has a target to reach a total of 1,600 participants (50 percent women) for vocational skills training which will be selected across the camps considering the suitability, capacity and availability of home/community facilities for training. The target of 1,600 has been selected according to the prequalification requirements for the vocational training. The Project ultimately aims to assist refugees to acquire transferable and portable skills relevant to the labour market needs in Myanmar and the camp contexts, that would support sustainable return and integration (in Myanmar) when conditions permit; while enabling refugees to maintain hope for the future and have dignified and productive lives in the camps, including through engagement in multi-sectorial camp-based activities, minor livelihood activities, and community works, with the utilisation of acquired competencies. Accordingly, strategies will be geared towards enhancing skills development, economic and social empowerment, self-reliance of the Rohingya refugees pending durable solutions.

∎ Part I: Job Statement
∎ The VTS is the key person who is responsible for planning, curriculum development and delivery of different skill development vocational programs under the JP Skills Development CXB-BC for the targeted beneficiaries at camp level. S/he will be responsible for overseeing and coordinating different trades selected, based on Myanmar curriculum and providing support to implement the activities in the refugee camps where designated training centers will be established. S/he will ensure timely delivery of the vocational course(s) and the successful completion followed by certification, following the humanitarian principles and sector guidelines and standard. S/he will closely work with the Skill Development Coordinator (SDC) to develop the training curriculum for the assessment-based trade for the refugee beneficiaries and will facilitate them to engage with work placement/ employment during/ after receiving the vocational training from the project. S/he will also act as the Internal Quality Assurer and will provide technical guidance to the Vocational Training Officer (VTO), Assistant Instructor (AI) and Vocational Supervisor (VS). S/he will perform his/her task with close collaboration and under the supervision of Project Manager and directly reportable to him.
Job Responsibilities:

∎ Key Activities
∎ VTS will supervise effective implementation of all course and curriculum related activities for selected refugee learners and ensure compliance to all performance standards, policies and objectives and perform regular academic and administration tests and perform assessment for same.
∎ VTS will supervise the overall academic activities of the 03 training centers to be established in 03 refugee camps and will guide the VTO, AI and VS directly for all educational operation.
∎ One of the key jobs for the VTS will be to work alongside the VTO, AI and VS and employers to ensure the standardisation of assessment practices for the learners of those selected trades so that learning outcomes are met appropriately. H/She will also need to regularly observe trainer and assessor performance, providing constructive feedback.
∎ Ensuring standards and other related requirements of Awarding Organisations and external agencies are met and exceeded.
∎ Develop and follow internal policies, procedures and documentation for the carrying out and maintenance of quality systems.
∎ Coordinate the timely registration and certification claims for learners.
∎ Provide all required assistance to the SDC to implement Technical Vocational Training Module, Manual, ensure apprenticeship /work placement with the help of related stakeholders for the vocational skill development program
∎ Help and guide the designated team member to develop monitoring tools according to the project indicators and submit to the higher management in time.
∎ To ensure that the codes of conduct in line with the organizational policy are being strictly maintained & all staff members are fully oriented with safeguarding and PSEA rules.
∎ Maintaining a very effective communication and rapport building with the corresponding camp management (CiC office) and other key stakeholders (including the other co-partners of the JP Skills Development CXB-BC) regarding learners work placement/ internship and ensure timely coordination for regular updates.

∎ Regular monthly report, progress and achievement for both organizational management and the partners
∎ Maintain appropriate records of quality assurance, assessment, registration and certification activities.
∎ Disseminate information and feedback from monitoring activities and ensure all actions are addressed by indicated timescales.
∎ General
∎ Assist project implementation team in conducting regular/monthly and need based meetings
∎ Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions.
∎ Ensure logistics and security to the project’s staff as per organization’s policies and procedures in coordination with Logistics department.
∎ Create congenial/friendly working environment for all staff members and ensure appropriate learning culture adhering to all safeguarding issues.
∎ Attend training/orientation as and when asked by the organization/ project management and participate in meetings, workshops and other events organized by other stakeholders and represent the project
∎ Perform any other related duties or responsibilities when assigned by the organization/ project management.
Additional Requirements:
∎ Minimum 05 years of professional experience in the relevant field
∎ Demonstrated experience in Technical Vocational Education Training/Life Skill Training Project Implementation.
∎ Experience of working in the Rohingya Camp and adjacent host community context will be preferred.

Salary:
∎ BDT 91,000/month (inclusive all)
