∎ Project Brief: The ‘JP Skills Development CXB-BC’ is a multi-year skills development project in the refugee camps of Cox`s Bazar. The project has a target to reach a total of 1,600 participants (50 percent women) for vocational skills training which will be selected across the camps considering the suitability, capacity and availability of home/community facilities for training. The target of 1,600 has been selected according to the prequalification requirements for the vocational training. The Project ultimately aims to assist refugees to acquire transferable and portable skills relevant to the labour market needs in Myanmar and the camp contexts, that would support sustainable return and integration (in Myanmar) when conditions permit; while enabling refugees to maintain hope for the future and have dignified and productive lives in the camps, including through engagement in multi-sectorial camp-based activities, minor livelihood activities, and community works, with the utilisation of acquired competencies. Accordingly, strategies will be geared towards enhancing skills development, economic and social empowerment, self-reliance of the Rohingya refugees pending durable solutions.
∎ Part I: Job Statement
∎ The Vocational Training Officer (VTO) will be responsible for the successful implementation of JP Skills Development CXB-BC Project using 03 training centers in the refugee camps of Teknaf under the supervision of the Vocational Training Specialist (VTS). S/he will be responsible for developing and delivering the Myanmar Level-1 curriculum for the selected trades and to ensure appropriate teaching and learning practices to raise learners` standards and progress following the humanitarian principles and sector guidelines and standard. The VTO will guarantee proper monitoring and data collection to develop high quality reports and documents to be shared with his/her line manager and UNHCR respectively. S/he will need to take on challenges to ensure a rapid, effective and timely response, holding responsibility of the effective delivery of vocational courses with the refugee beneficiaries for project’s achievements and results.
Job Responsibilities:
∎ Key Activities
∎ Support training curriculum development and deliver trainings as per requirement of Myanmar National Qualification Framework (MNQF) and/or ASEAN Qualifications Reference Framework (AQRF) on the specific trade.
∎ Enrolment of training participants to a specific trade ensuring the prequalification criteria.
∎ To implement and administer all assessment and quality assurance procedures in consultation with VTS as directed by the Awarding Organisation(s).
∎ To support, train and guide learners and develop their personal and professional attitudes, skills and abilities with responsibility to ensure successful completion of qualifications.
∎ To liaise and share good practice with peer Training Officers, Internal Quality Assurer, SDC, VTS and the TCiC and to attend regular Progress and Standardisation meetings.
∎ Facilitate ToT and relevant skill assessment for the relevant staff -Assistant Instructor (AI) and Vocational Supervisor (VS) of the project in consultation with VTS.
∎ Coordinate with other trainers to ensure all required M&E is completed.
∎ Analyse training needs and feedback on the courses needed for future planning/management information to modify and improve existing programs
∎ To follow up and provide feedback to fellow trainers and support their continuous professional development
∎ Link former training participants with program/project activities
∎ Reporting Activities
∎ Support both SDC and VTS on providing monthly report, progress and achievement of each individual learner
∎ To respond positively to any course or enrolment enquiries and to contribute to all aspects of this skilled development training publicity and learner recruitment programme.
∎ To respond to any reasonable request for learner information and to provide learner reports when necessary.
∎ General
∎ Assist project implementation team in conducting regular/monthly and need based meetings
∎ Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions.
∎ Ensure logistics and security to the project’s staff as per organization’s policies and procedures in coordination with Logistics department.
∎ Create congenial/friendly working environment for all staff members and ensure appropriate learning culture adhering to all safeguarding issues.
∎ Attend training/orientation as and when asked by the organization/ project management and participate in meetings, workshops and other events organized by other stakeholders and represent the project
∎ Perform any other related duties or responsibilities when assigned by the organization/ project management.
Additional Requirements:
∎ Minimum 03 years of professional experience
∎ Demonstrated experience in National Qualification Framework and National Skills Certificate (NSC) are required.
∎ Knowledge on National Skills Standards Authority (NSSA) of Myanmar would be an added advantage
∎ Experience in NSC course design and assessment through certified assessor
∎ Knowledge of ASEAN Qualifications Reference Framework would be an added advantage
∎ Knowledge of Rohingya dialect is desirable and experience in the Rohingya Camp Context will be preferred.

∎ Diplomacy, tact and negotiating skills are essential

Salary:
∎ BDT 75,000/month (inclusive all)
