∎ The Local Health System Sustainability Project (LHSS) Project is USAID`s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project supports country-level efforts to reduce financial barriers to health care, ensure equitable access to essential health services for all people, and improve the quality of health care. Equally important, it will equip host countries to sustain progress after the project ends. It does so by ensuring that local institutions and organizations have the technical capacity and expertise to independently design, implement, and manage continued health system strengthening activities.
∎ Objective:
∎ Abt Associates seeks two qualified Urban Health Officers for the USAID-funded LHSS Bangladesh Urban Health and Financing Activity (Dhaka and/or Khulna). USAID Bangladesh is supporting the Government of Bangladesh (GOB) in its efforts to achieve Universal Health Coverage (UHC) by 2030. Bangladesh has directed attention toward improving coverage, efficiency, and quality of essential health care services, with a particular focus on improved governance, stewardship, financing, monitoring, and community engagement in urban areas. It is critical in order to achieve UHC that the GOB strengthens its capacity and commitment to financing self-reliance of the health sector.
∎ LHSS`s work will span two key objectives:
∎ Objective 1: Improved governance in financial management and health service delivery
∎ Objective 2: Models for financial protection (FP) and service delivery (SD) tested and scaled
Job Responsibilities:
∎ The Urban Health Officer will work closely with the Urban Health Technical Advisor, and in coordination with the Regional Urban Health Coordinators to support the GOB to establish and strengthen the capacity of local governments (City Corporations and Municipalities) to oversee and ensure implementation of urban health programs, and to tailor and advise on the implementation of urban health programs at the local government level. This position will be responsible for the day-to-day work at field, collaboration with partners and represent LHSS as a representative of the Urban Health Technical Advisor (especially to local governments).
∎ Under the guidance of the Urban Health Technical Advisor, the Urban Health Officer will have contact with Regional Urban Health coordinators, training coordinators, a Documentation and Communication Officer and the LHSS Operations Team. Additionally, the Urban Health Officer will have contact with City corporations, municipalities, Local government, DGHS, HSD, HEU, MEFW, NAPD and other stakeholders as assigned by the supervisor.
∎ Key roles and responsibilities include:
∎ Assist the Urban Health Technical Adviser in all tasks as needed in the concerned region of responsibility.
∎ Urban Health Officer -Dhaka is responsible for specifically Narayangonj City Corporation, Tangail Municipality under Dhaka Region, and supporting and collaborating with the LHSS Bangladesh Monitoring and Evaluation team and Training coordinators.
∎ Urban Health Officer-Khulna is fully assigned for Khulna City Corporation to implement LHSS projects tasks and sub tasks.
∎ Arrange and coordinate meetings with local government and other urban health stakeholders
∎ Represent LHSS to foster relationships and collaboration with stakeholders in the urban health sectors.
∎ Identify the appropriate support the aforementioned stakeholders need by critically co-assessing needs around urban health, developing primary health care mappings and supporting the design of an organizational capacity development assessment and roadmap.
∎ Identify technical assistance needs and develop plans to strengthen civil and community oversight of health service delivery.
∎ Travel independently within subnational levels and build collaboration with, and solicit feedback from, stakeholders to build capacity as needed around urban health.
∎ Work with the appropriate subnational bodies (City Corporations, Municipalities, etc.) to develop their capacity to act as stewards for urban health functions.
∎ After the development of primary health care models, work in collaboration with local stakeholders and partners to execute the models and ensure content/services meet established timelines and standards.
∎ Assist LGIs for local resource mobilization to support and sustain primary health care services
∎ Provide all the inputs of meetings, implementing activities and output to Urban Health Technical Adviser to facilitate the monthly/quarterly reporting on the regional program.
∎ Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective support to the rest of the organization
∎ Promote and ensure compliance with the requirements of Abt's HR policies, Abt Code of Conduct and its associated policies and Core Humanitarians Standards of Accountability to ensure maximum protection to program beneficiaries.
∎ Any other duties and responsibilities assigned by the line manager
Additional Requirements:
∎ Six to eight years of relevant professional experience in managing progressively complex urban health programs. Experience working in USAID programs is preferred.
∎ Recognized expertise in urban health, with demonstrated success in improving governance of urban health service delivery, providing technical assistance to strengthen urban health functions, and strengthening civil and community oversite and engagement with health service delivery in urban areas.
∎ Experience combining urban health functions with health systems strengthening is desirable. Previous experience building capacity and/or mentoring on these topics in a developing country context desirable.
∎ Substantial experience working and living in district level in Bangladesh, ideally with professional experience in the Khulna division and are interested in that region
∎ Proven track record of working effectively with government counterparts at various levels in Bangladesh is highly preferred.
∎ Familiar with Government of Bangladesh health structures and program budget structures.
∎ Ability to establish and maintain effective working relationships with USAID, local government officials, and other development partners and a proven track record of interacting with other projects, host country governments and international agencies.
∎ A proven, successful record of achieving results. The Urban Health Officer will be required to sustain the key roles and responsibilities largely independently and requires the initiative to ensure work is progressing.
∎ Good team player Ability to cope with adverse situation and work under pressure.
∎ Fluency in English and Bengali is required. Bengali writing is mandatory
