We are a world leader in making markets work for the poor as well as the longest established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households. iDE Bangladesh currently has eight projects in Agricultural Markets, Water Sanitation and Hygiene (WASH) and Access to Finance with a focus on women`s economic empowerment and climate-smart technologies.
∎ iDE seeks a qualified Technical Specialist, Public and Civil Society Engagement for the scaling up Sanitation Market Systems in Bangladesh (SanMarkS II) Project. The goal of the project is to increase access to sanitation facilities in Bangladesh using iDE`s systems-based approach to sanitation. The SanMarkS II project, implemented by iDE Bangladesh will enable at least 1.2 million poor and disadvantaged people in 35 districts to gain access to improved latrines. The Project envisions to achieve this by conducting different implementation activities which engage, build capacity and help establish commercial linkage of sanitation value chain actors.
∎ The incumbent of this role will work closely with the Technical and Field teams, to identify the current practices, means of financing and approach of operations of Local Government Institutions (LGIs) as well as Civil Society Organizations (CSOs). The incumbent of this role will then analyze, disseminate and help establish and disseminate a frame that will be beneficial for Project implementation staff to better engage with these stakeholders at the regional level for allocation of latrines and related services in WASH for rural, marginalized populations. The role also requires working closely with field teams to gather information, insights that will be utilized to re-design, improve as well as innovate means to engage with LGIs, CSOs and help create a lasting impact among communities lacking the means to access improved latrines from the formal market.

Job Responsibilities:
∎ The responsibilities of the Technical Specialist, Public and Civil Society Engagement include but are not limited to the descriptions below.
∎ Policy analysis and support for advocacy initiatives
∎ The incumbent of this role, must keep track of WASH and related sectoral policies, compiling them in a shared space, disseminating key areas for the team to understand and engage with LGIs and CSOs
∎ Develop, brief analysis of policies that provide overview, understanding and the ability to better design Project interventions especially in line with ongoing requirements of the Government
∎ Document and disseminate public financing scenario in the WASH sector at the National Level through literature reviews and at the local level by working bilaterally with Project teams
∎ Track CSO initiatives (especially NGOs, Community programmes) in WASH sector and scope for alignment with SanMarkS II Project
∎ Public and Civil Society Engagement
∎ Orient Project staff on the financing hierarchy, relevant stakeholders based at LGI as well as the different streams of financing that can help in targeting subsidy latrine allocation
∎ Work with Field teams in ensuring, improving existing Activity guidelines and further designing interventions which have Government and CSO engagement
∎ Collectively work with Technical and Field teams to design new interventions, pilots and approaches to better engage with LGIs and CSO stakeholders
∎ Work with field teams in ensuring Gender sensitization and marginalized inclusion when working with LGIs, utilizing proven frameworks or approaches for Gender and Marginalized inclusion
∎ Reporting, documentation support and follow up of technical domain
∎ Develop documentation as per requirement - this pertains to different kinds of case studies, focus reports, documentation and guidelines
∎ Support Project Manager, Technical Leads and Field Teams in providing inputs in relevant progress reports and other related documentation that is tied with technical domain of the incumbent
∎ Setting the tone
∎ Actively and openly engage with the Project Manager and Technical Specialists to strengthen Project implementation activities pertaining to LGI and CSO engagement at the regional level
∎ Proactive engagement with project team to resolve challenges on the ground associated with identifying, engaging and ensuring adoption of improved latrines by LGIs and CSOs
∎ Planning, and Strategy Development
∎ Collaboratively support implementation of project activities through the preparation of multiyear and annual work plan in collaboration with the Project Manager and field teams
∎ Conduct regular documentation of latrine technology adoption, key requirements and areas of value addition with support of Technical and Field Teams
∎ Reporting and Submissions
∎ Develop progress reports and other reports on a regular basis, documenting the key learning & findings, ensure accurate and timely data entry into the database
∎ Create and update relevant technical materials, documentation and other collateral
∎ Finance and Administration
∎ Carry out responsibilities in financial management and administration at the local level and ensure the efficient use of the project resources with consultation of supervisor
∎ Monitoring and Evaluation
∎ Support the E&A Expert in monitoring and result measurement related tasks that align with the incumbent's technical area of work
∎ Where relevant support with technical specialist and field teams to support as required for reviewing and revising results measurement plans
∎ Actively engage in capturing best practices, key learnings, unique cases and other relevant documentation within technical domain to share with the wider team
∎ Supervisor and Staff Development
∎ Develop effective guidelines/tools that are associated with relevant technical domain
∎ Provides close and supportive supervision and guidance to the field team and other stakeholders in the assigned areas to demonstrate outcomes and impact
∎ Coordination and Support
∎ Participate in relevant working groups and Dhaka and Field based meetings and workshops
∎ Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists, private sector partners and institutional support teams
∎ Quarterly travel to all field hubs at least once for problem solving and systems development
∎ Rapport Building
∎ Quarterly travel to all project areas at least once for problem solving and systems development using the CLEAR framework (Connect, Listen, Educate, Ask, Resolve)
∎ Engage with training provider partners to develop collaborative work plans
∎ Other Responsibilities
∎ Actively follow and engage with Global initiatives within iDE in other countries and other Bangladesh programs for stronger network connections
∎ Actively learn and develop skills related to online platforms used by iDE including but not limited to: Google Drive, Google Docs, Google Sheets
∎ Maintain use of online platforms for sharing reports, documents and data
∎ Represent iDE at external events and meetings as agreed with supervisor
∎ Participate in all relevant meetings and workshops
∎ Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations
Additional Requirements:
∎ 4-5 years experience in the Development Sector of Bangladesh with an International NGO.
∎ Prior experience in Market Development, WASH, LGI Engagement / advocacy and Public Financing will be an added advantage
∎ Prior knowledge, understanding of market development Projects
∎ Exposure and adept knowledge in WASH sector of Bangladesh, associated WASH Projects and associated policies in the sector will be an advantage
∎ Understanding of NGO modes of operation and associations of CSOs with Access to Finance / Microfinance programmes
∎ Knowledge of LGIs and their role in the WASH sector
∎ Understanding of Public Financing
∎ Proven experience of understanding, synthesis and framing of policies and analysis of these policies
∎ Strong understanding of the WASH sector of Bangladesh
