Additional Requirements

  • At least 1 years of work experience in the shelter & construction in the Camp and host communities.
  • Previous working experience in a similar role will be preferred.
  • Skill in Auto Cad 2D/3D, Microsoft Office, Microsoft Excel, Microsoft Power Point.
  • Energetic, hardworking have the capability to manage construction sites efficiently.
  • Estimations, Prepare BOQ, Analysis of rate & Quantities and Drawings work etc.
  • Should have good knowledge on both Bangla and English writing and speaking skill.
  • Candidates who know Chittagonian/ Rohingya language will get preference.
  • Ability to plan and schedule work, including determining staff, equipment and supplies as needed.

Lateral relationships

  • Establish and ensure effective working relationships with BDRCS PMO staff.
  • Ensure effective working relationships with IOM and IFRC and GO-NGO officials.


Responsibilities & Context:

Key roles of the position:

The Technical Shelter Supervisor purpose is to supervise and coordinate all phases of a construction project at the field level, including cost accounting and billing procedures and liaising with contractors, vendors, other stakeholders, etc. The Technical Supervisor will develop the project schedule in critical path steps and budget time required to meet deadlines. He/she will inspect and review construction projects in progress to enforce compliance with plans, specifications, and building and safety codes. The job shall involve scheduling and directing all contractors and vendors through all activities to the full completion of the construction project. The person will provide support for SRC funded shelter construction-related work for camp and host communities in terms of providing technical support to the BDRCS shelter team for planning, designing, and monitoring of shelter construction activities of host community shelter, Transitional shelter Assistance, Care and maintenance, Midterm Shelter, and other infrastructures.

The Technical Shelter Supervisor under oversight of the BDRCS Shelter and Construction Engineer. He/ She will fully work on the SRC funded BDRCS shelter and settlements related activities in collaboration with, Participating National Societies, INGO’s, UN agencies and local authorities and stakeholders and affected communities within the mandate of the Movement to ensure efficient and effective design, management and implementation of shelter programming related to the Population Movement Operation.

Duties and responsibilities:

  • Supervise and monitor the shelter works in the camps and host community level.

  • Preparing of drawing design and BOQ of any shelter related structures funded by partners.

  • Design, facilitate and implement the site improvement plan with the support of the PMO shelter team.

  • Daily communication and coordination with the supervisor /field staff/NDRT/RCY/CV and/or partners on the field.

  • Prepare daily/weekly report on construction/re-construction/repair & maintenance progress and any challenges/delays in the work plan.

  • Design and support inclusive shelter solutions that ensure access to all regardless of their age, gender, and disability.

  • Facilitating and supporting shelter/ construction related training event and campaign interventions implementation at community level.

  • Develop a work plan for construction activities with the SRC/BDRCS shelter team and ensure progress and quality in line with donor regulations.

  • To assess the activities undertaken and ensure efficient use of resources in close collaboration with the shelter team.

  • Ensure that marginalized communities, including women, participate in each of the shelter-related project cycles.

  • Ensure that all documentation related to shelter activities for works completed, laborers engaged, and supplies are completed in a timely manner

  • Review technical documents prior to implementation to ensure the feasibility and accuracy of inputs required.

  • Co-design and facilitate technical training for skilled/unskilled laborers.

  • Participate in the production of adequate material to facilitate the training/ awareness sessions and be shared with the participants as pedagogical training support (banners, manual, and leaflets).

  • Implementing the shelter and construction related to all activities according to the organization`s plan of action.

  • Constructing shelters and other installations as per BDRCS and other Partner National Societies plans.

  • Maintaining liaison, communication with involved stakeholders in the different camp & host community areas.

  • Ensuring BDRCS services including shelter construction & Shelter/NFI distribution activities as directed by the management.

  • Coordination with the office of Camp in charges (CiC) and UNO to establish single communication line which allows us to track our issues/submissions and obtain timely decision/ approval by the authorities.

  • Implement effective collaboration with counterparts (SRC and other Partner National Societies).

  • Preparing periodic action plan and report on shelter & construction activities as required.

  • Designing of necessary models or individual shelter unit as per community requirement and local context of target areas.

  • Supervising, coordinating and monitoring planned activities at camp and host community, supervising/monitoring the work of subordinate staff, NDRT, RCY, community organizers / volunteers etc.

  • Field visits to monitor and review the program performance and share the findings with the shelter team.

  • Representing BDRCS in relevant coordination platforms for shelter sector at Cox Bazar and Dhaka and supporting monitoring and evaluation and reporting team of the project to document shelter activities.

  • Providing shelter technical assistance to the project team and ensuring compliance with accountability mechanisms in line with different standards such as the SPHERE standards and Shelter Cluster performance standards in coordination with project team.

  • Identify gaps with a view to generating ideas for future projects with strong beneficiary impact.

  • Conduct assessments and monitoring activities to adapt/refine shelter activities for the targeted groups.

  • Providing shelter technical assistance to the project team and ensuring compliance with accountability mechanisms in line with different standards such as the SPHERE standards and Shelter Cluster performance standards in coordination with project team.

  • Other tasks may be assigned by immediate supervisor.
